Job Duties

We are seeking a Facilities Manager to lead the comprehensive building and grounds program for the Azalea Avenue Complex, home to the Virginia Rehabilitation Center for the Blind & Vision Impaired and the Department for the Blind and Vision Impaired.

The Azalea Avenue Complex includes eight buildings—the Headquarters, Administrative and Activities Building, Dining Hall, Recreation Building, Maintenance Garage, Dormitory, Library Resource Center, and Stone House—spread across 32 acres. This role oversees landscaping, HVAC maintenance and repairs, and coordinates with vendors and Virginia Industries for the Blind (VIB) plant managers for building-related issues at VIB facilities in Richmond and Charlottesville.

The Facilities Manager plans and directs all building and grounds operations for a rehabilitation center that includes a 24-hour residential facility, administrative offices, a library and warehouse, food service areas, a gymnasium, swimming pool, leased office spaces, and two VIB manufacturing sites. Responsibilities include developing preventive maintenance schedules and managing staff in mechanical maintenance, grounds care, and housekeeping to ensure safe, efficient, and cost-effective operations.

This position serves as the agency’s primary contact for contractors during construction or renovation projects involving mechanical, electrical, refrigeration, fire safety, sprinkler, and security systems. The Facilities Manager provides technical guidance, resolves issues, communicates updates to management, and approves payment applications.

Additional duties include organizing and staffing the Buildings and Grounds unit, developing an OSHA-approved safety program, and managing budgets for capital projects and non-personal service expenditures. This includes procurement through the state’s eVA system, charge card use and negotiating service contracts.

The Facilities Manager also plays a key role in emergency preparedness, contributing to the Continuity of Operations Plan, Emergency Action Plan, and developing evacuation procedures for staff and visitors at the Azalea Avenue Complex.

Minimum Qualifications:

The ideal candidate will have:

Knowledge/Experience:

  • EPA certified in proper refrigerant practices.
  • A valid Virginia driver's license or be able to obtain prior to employment.
  • Supervisory experience in planning and maintaining a maintenance program for an organization.  
  • Journeyman in one of the following trades: HVAC, electrical, plumbing and carpentry.
    Experience in service contract development.
  • Experience in supervising journeyman level and semi-skilled staff to include performance management; experience in planning and maintaining a maintenance program.
  • Experience in maintaining an installed security and fire alarm and sprinkler system.
  • Considerable knowledge of physical plant maintenance; construction; various trades; State fire codes and OSHA rules and regulations; grounds maintenance and purchasing procedures and procurement system, and computerized facility work order systems.

Skills/Abilities:

  • Skill in HVAC, electrical, plumbing, and carpentry. Journeyman in one of the four trades.
  • Skill in reading mechanical and building drawings.
  • Good computer software skills to include Job/Work order systems, EXCEL and WORD and supervisory skills.
  • Skills in the utilization of automated work order systems, security systems, campus security to include managing camera security systems, automated fire alarm systems, and door control systems.
  • Ability to supervise journeyman level trades and semi-skilled employees; to plan, organize, analyze and coordinate; ability to communicate effectively with vendors and management; ability to apply knowledge and experience to make decisions and resolve complex trades problems and recommends improved methods.

 

Additional Considerations

  • Experience or knowledge of State purchasing procedures and the eVA or procurement system.
