About The Position:

The Procurement Officer I with the General Services division is responsible for critical support services to the various Department of Social Services (DSS) divisions by assisting agency staff in the procurement of goods and services to enable them to meet their operational goals and the agency's mission. The position is responsible for ensuring that all procurements are done in accordance with applicable Federal laws, the Virginia Public Procurement Act, the Agency Procurement and Surplus Property Manual (APSPM), SBSD, VITA and Department policies and procedures to support both the agency's internal and external customers. Serves as the agency's back-up SPCC Program Administrator and will provide direct support to internal divisions and Small Purchase Charge Cardholders.

Minimum Qualifications

Must have demonstrated:

• Ability to interpret and apply state procurement regulations, policies and procedures.
• Working knowledge of state and familiarity with federal government procurement policies for the purchase of goods, and services.
• Ability to plan, organize and prioritize a variety of procurement processes.
• Demonstrated ability to effectively communicate orally and in writing.
• Skill in the use of MS Office (Word, Excel, PowerPoint) and other databases, and the eVA procurement system.
• Ability to organize and maintain contract files and records.
• Ability to work independently, managing own time and work.

Experience or equivalent combination of training and experience indicating possession of the preceding KSAs.

Must obtain the Virginia Contracting Associate (VCA) certification offered by DPS/Virginia Institute of Procurement within the first year of employment.
