Job Duties
Provides strategic direction for and drives implementation of agency and ecosystem learning and development for all experience levels and skill needs of staff; builds the annual training plan in alignment with agency’s leadership’s performance goals and key competencies and career pathways for staff; develops and facilitates onboarding experience for new hires in partnership with agency’s Human Resources team; manages and facilitates additional staff development and culture initiatives such as agency town halls, job shadowing, peer mentoring, staff surveying, and work-based learning programs (i.e. internships) in partnership with agency’s Human Resources team; and partners with field service delivery and program management leaders to ensure that job aids, training materials, and SOPs are continuously updated, relevant, and accessibly written for staff. May develop and facilitate trainings virtually and in person for all levels of staff. Additional duties include anticipating and planning for new trainings to meet needs of clients and staff; working directly with agency leaders to help identify unique training opportunities applicable to their work scope and activities; developing stand-alone courses specific to the mission of the agency; and continually evaluating and improving the effectiveness of all training programs. Position may supervise wage employees or work collaboratively with training facilitators or others on contract.
Minimum Qualifications
• Comprehensive knowledge of instructional and training resources, trends, technologies, and requirements; adult learning theory; research, assessment, and evaluation methodologies; performance intervention and change management strategies.
• Excellent interpersonal, oral and written communication, presentation, problem-solving, group facilitation, team building, and computer skills (including MS Office Professional or related software).
• Demonstrated ability to develop, update and maintain effective training materials, reports, and presentations for a variety of media; design, develop and deliver training curriculum and programs; conduct needs assessments, evaluate results, and initiate appropriate actions to address findings.
Additional Considerations
• Knowledge of key performance indicator metric, trend analysis and organizational assessment and training strategies.
• Professional in Learning and Performance, Certified Workforce Development Professional or related certification.
• Experience working with WS and/or UI or related programs.
This position maybe eligible for telework after 90 days.

Emergency Closings/Telework Requirement:
In order to meet customer demand and provide continuity of business services during an emergency closing, you are required to telework from your residence and maintain your normal work schedule (unless otherwise directed) during emergency closings involving delayed openings, early dismissals, and/or full-day closings. DHRM Policy 1.35, Emergency Closings, states that supervisors/managers may permit a non-essential employee, who are not normally eligible to telework, to telework during an emergency closing provided the employee has the necessary tools to meet agency IT security standards. In the event of a loss of utilities (e.g., power outage) notify your supervisor immediately. Failure to comply could result in disciplinary action under Department of Human Resources Management Standards of Conduct Policy 1.60. Further direction will be provided by your immediate management chain.
