About the Position:

The Virginia State Police (VSP) is seeking to hire a Human Resources Analyst in our Human Resources Division at our Administrative Headquarters in North Chesterfield, Virginia. The job duties for this position include but are not limited to:

• Reporting to the HR Business Administrator, serves as technical specialist to administer the Department’s performance management system in alignment with Department of Human Resource Management (DHRM) policy and Department General Orders.
• System Administration: Responsible for the daily administration of the performance management system (PageUp), including data management and the monitoring and ensuring completion of the annual cycle.
• Subject Matter Expert Services: Provides consultation to employees, supervisors, and managers and system functionality and requirements. Develops and delivers training related to the performance management system.
• Analysis and Data Maintenance: Analyze systems and processes for effectiveness and policy compliance. Recommends and implements approved process improvements.
• Support and Guidance: Ensures outcomes in compliant with DHRM and Department policy requirements. Provides all employees with guidance on performance management policy compliance and system requirements.
• Collaboration: Works across functional areas within Human Resources to achieve goals and support the internal Good-to-Great initiative.

• Of performance management concepts

Skills:

• In developing graphics, job aids, and performance management related resource documents required.
• In managing change to ensure smooth transitions and stakeholder buy-in for process improvements.

Abilities:

• Demonstrated ability to organize and prioritize work and use initiative to accomplish projects.
• Demonstrated ability to work collaboratively in a large, multifaceted organization and communicate professionally and effectively with a diverse population of staff and leadership.
• Ability to effectively communicate and guide employees and supervisors on performance management issues.
• Requires strong reading comprehension and the ability to analyze data for decision-making and process improvement recommendations.
• Ability to effectively utilize technology, operate a computer, quickly learn new software programs, and evaluate system functionality to recommend process changes.
• Ability to analyze options, exercise good judgment, and ensure confidentiality and discretion when appropriate.
• Ability to resolve conflicts and address disagreements effectively.
• Intermediate skill level in Microsoft Office applications, including Word, Excel, and PowerPoint.
• Requires professional writing skills, proper use of grammar and punctuation, and the ability to convey technical requirements concisely and effectively to diverse audiences.
• Must be an effective communicator and have the ability to work independently and as a collaborative team member across multiple HR functional areas.
• Must have the ability and comfort level to present information and presentations to diverse employee groups.

• High school diploma or GED equivalent.
• Experience in ensuring compliance with HR policies, procedures, principles, laws, and regulations with the ability to interpret and apply these requirements.
• Experience in state government Human Resources preferred but not required
• Experience in data analysis, management large data sets, and ability to extrapolate information for data required.
• An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this training and experience.

Additional Considerations

• Experience in developing and delivering training highly preferred.
• Experience in PageUp Performance Management and/or Cardinal HCM or a similar performance management system preferred.
• Experience in change management and/or implementation of new systems/process preferred.
• SHRM-CP or SHRM-SCP professional designations preferred.
