Job Duties

Position Overview
The Chief Financial Officer is the senior financial executive for the Office of the Attorney General, reporting directly to the Chief of Staff. The CFO is responsible for strategic fiscal leadership and comprehensive management of all financial operations, including budget development and execution, federal grant administration, special revenue and client billing, procurement, payroll, and financial reporting. This position serves as the agency's primary liaison to state financial oversight bodies and provides financial analysis and decision support to executive leadership.

The ideal candidate is an experienced governmental finance professional who combines deep technical expertise with strong leadership and communication skills. They are well-versed in Commonwealth budget and accounting processes and bring a track record of managing complex, multi-funded financial operations with integrity and precision. They are equally comfortable analyzing financial data, advising executive leadership, and cultivating relationships with legislative staff, state oversight agencies, and federal partners. Above all, the ideal candidate is a collaborative, service-oriented leader who understands the unique responsibilities of public sector financial stewardship and is committed to supporting the OAG's mission.

Key Responsibilities
• Leads development of the agency's biennial budget and annual operating plan in coordination with the Department of Planning and Budget, ensuring alignment with legislative requirements and subsequent adjustments
• Manages the full range of financial operations including general accounting, accounts payable and receivable, payroll, grant and contract accounting, capital outlay, fixed asset accounting, financial reporting, and cash management across multiple fund sources
• Ensures compliance with the Commonwealth Accounting Policies and Procedures (CAPP) Manual, GAAP, and Agency Risk Management and Internal Control Standards (ARMICS)
• Administers federal and non-federal grants, ensuring compliance with OMB Uniform Guidance and agency-specific requirements, and coordinates indirect cost recoveries
• Oversees special revenue operations including legal billing to client agencies, asset forfeiture funds, consumer protection settlements, and fiduciary accounts
• Directs procurement services in compliance with the Virginia Public Procurement Act and eVA requirements, including oversight of the purchasing card and travel reimbursement programs
• Supervises professional finance staff and serves as financial advisor to division leadership and agency management
• Serves as liaison to the Department of Planning and Budget, Department of Accounts, Auditor of Public Accounts, and legislative fiscal staff

Minimum Qualifications

Experience and Knowledge
• 10+ years of experience in general accounting with specialization in budgeting and financial reporting; 7+ years of supervisory experience; procurement experience a plus
• Demonstrated history of successful performance in audit, fiscal management, payroll, procurement, and areas requiring internal controls
• Working knowledge of the Commonwealth's budget and accounting processes, including management of special revenues and expenditures
• Hands-on experience developing and maintaining ARMICS standards
• Considerable knowledge of budget process, resource management, grant management, and financial planning and reporting
• Demonstrated knowledge of GAAP and governmental accounting standards
• Understanding of federal grant regulations and OMB Uniform Guidance compliance requirements
• Familiarity with the Virginia Public Procurement Act and state purchasing requirements
• Proven proficiency with IT resources and financial management software applications

Skills and Abilities
• Demonstrated ability to manage fiscal resources and perform financial planning and analysis
• Proven experience developing and implementing policies, procedures, and strategic planning initiatives
• Ability to use independent judgment in the interpretation and analysis of rules, regulations, and policies
• Considerable experience supervising and developing professional staff
• Exceptional interpersonal skills to establish strong professional relationships across state government and the private sector
• Excellent oral and written communication and presentation skills
• Proven history of collaboration and teamwork with strong commitment to service delivery

Additional Considerations

• Bachelor's degree in Accounting, Finance, Business Administration, or related field required
• CPA, CIA, or CGFM certification highly desirable; VCA/VCO certification preferred or expected upon hire
