Job Duties

The Virginia Department of Health is currently seeking an experienced professional to join the Office of Information Management as a Deputy Chief Information Officer (Deputy CIO).

This role serves as the CIO’s principal advisor on all information technology matters and provides strategic leadership across the IT organization. Key responsibilities include setting and communicating long term technology direction, mentoring and managing teams, and fostering a culture of collaboration, innovation, and continuous improvement. The position ensures strong communication across the organization, identifies operational gaps, and implements solutions that advance business goals.

This role promotes transparency by sharing agency information, gathering feedback, recognizing achievements, and driving continuous improvement. It builds partnerships with VITA, other state agencies, local governments, and social services departments to address shared challenges and meet customer needs. Professionalism is modeled through adherence to standards of civility, ethics, confidentiality, and conflict of interest policies.
Stakeholder and vendor management is conducted in alignment with Commonwealth of Virginia policies, including oversight of relationships with Virginia Health Information (VHI), IT vendors, contract negotiations, and service delivery to ensure quality and cost effectiveness.

Operational responsibilities include overseeing IT infrastructure design, implementation, and maintenance; managing business applications to ensure they meet user needs and integrate effectively; and enforcing cybersecurity policies, procedures, and regulatory compliance. The role works closely with the Information Security Team and the CISO on security related activities.

Minimum Qualifications

• Knowledge of Virginia Information Technology Agency (VITA) Program policies and procedures, contract structure, and offerings
• Experience in leading and managing large IT teams (50+) and complex IT Functions and Operations
• Leadership experience in leading change, driving results, and leading people
• Extensive experience with data management, project management and IT strategy ($10M+ programs/initiatives), and systems development, implementation and maintenance.
• Experience with Cloud Infrastructure Management
• Experience in fiscal management, resource allocation, and workforce development
• Ability to create concise communications and training documentation based on end-user experience; ability to convert data and information into strong PowerPoint presentation
• Demonstrated knowledge and application of Information Technology Infrastructure Libraries (ITIL), IT Service Management (ITSM), and Agile SDLC.
• Knowledge of state government procurement requirements and processes
• Reflects an ability to develop, maintain and enhance effective working relationships with people at all levels of the agency and with external customers as well, strong written and verbal communication skills

Additional Considerations

• Demonstrated knowledge/ training in Business or IT with extensive experience in Information Technology Management
• Experience in health care industry
• Experience writing proposals, preferred experience working with VITA
• Experience with AI and Generative AI
