Job Duties
We are seeking an experienced HR Generalist with a primary focus on employee benefits and leave administration. This role serves as point of contact for all benefit programs and leave policies, ensuring compliance with state and federal regulations. The HR Generalist will provide guidance to employees and managers, manage enrollment and eligibility processes, and maintain accurate leave records in HR systems.
Key Responsibilities
·Administer and manage benefits enrollment and administration: State Health Benefits, Flexible Spending, Group/Optional Life Insurance, Long-Term Care, Retirement (VRS), Employee Assistance Program, deferred compensation
·Oversee leave programs such as FMLA, VSDP, Workers’ Compensation, Military Leave, and other state leave policies.
·Serve as the primary point of contact for benefits and leave inquiries, providing clear and accurate guidance.
·Process and track leave in Cardinal and maintain accurate records per policy and audit requirements.
·Oversees HR operations and staff in HR Director’s absence.
·Provide guidance to employees and supervisors on leave eligibility, accruals, program differences, and policy interpretation.
·Collaborate with Payroll, Risk Management, and external agencies to coordinate leave/payroll actions and return-to-work procedures.
·Develop and deliver training materials and informational sessions on leave policies, benefits programs, and HR processes.
·Process benefits enrollment, changes, and terminations in HR systems (e.g., Cardinal).
·Maintain compliance with DHRM policies and applicable federal/state laws.
·Deliver training sessions for new hires employees and supervisors on benefits and leave programs.
·Collaborate with payroll and other HR team members to ensure accurate leave and benefits reporting.
·Detailed working knowledge of HR leave and benefits programs, including Virginia-specific (VSDP) and federal (FMLA, ADA, EEO) regulations.
·Proficiency with Microsoft Office (especially Excel) systems such as Cardinal.
·Experience maintaining precise records and producing audit-ready documentation.
·Strong verbal and written communication suitable for diverse audiences.
·Ability to manage multiple leave cases and benefits projects independently and meet deadlines.
·Critical thinking skills to resolve complex leave/benefits situations while ensuring agency compliance.
·Familiarity with HR systems (e.g., VRS, Kronos, Cardinal, DHRM) is a plus.
