The Department of General Services (DGS) Office of Fiscal Services is hiring for a Senior Financial Specialist. DGS is a statewide service agency that supports the mission of state and local governments by delivering quality, cost-effective, timely, safe and secure services for other state agencies, local governments, and citizens. DGS serves as the infrastructure for state government by providing laboratory testing, engineering and architecture services, real estate management, centralized procurement services, vehicle management, and more.
This position is responsible for independently and objectively coordinating the process for assessing and analyzing controls and risks related to financial operations. The employee in this position is to provide senior management with an evaluation of whether processes are sufficient to ensure proper accounting for and safeguarding of assets, efficient management of resources, and effective accomplishment of program goals and objectives. The employee in this position is aware of and is proactive in ensuring a strong internal control environment to include: potential risks are reduced or communicated to management; data and reports are accurate and reliable; department assets are safeguarded to prevent waste, loss, unauthorized use or misappropriation; department objectives are achieved by maximizing operational efficiency and effectiveness; and applicable laws, regulations and policies are consistently followed.
Job duties include, but are not limited to:
- This position is responsible for administration of the small purchase and travel card programs for the agency; attending and providing training as needed; and staying current on all applicable purchasing rules and regulations related to the administration of the programs.
- This position is also responsible for supporting Capital Outlay Projects, managing the review of expenses that meet the capitalization threshold, and ensuring the capitalizable assets are properly recorded in the Fixed Asset Accounting and Control System (FAACS).
This position will be located in Richmond, Virginia and is eligible for a hybrid telework schedule (telework up to 2 days/week) after 6 months of satisfactory performance and completion of an approved telework agreement.

Minimum Qualifications
- Considerable knowledge and experience applying the principles of Generally Accepted Accounting Principles, ARMICS (or similar government framework), and the COSO Internal Control framework.
- Experience with general accounting, fixed asset accounting, lease accounting, and associated reporting.
- Ability to research, plan, schedule, and conduct testing of internal controls.
- Experience developing a system for analyzing and testing internal controls.
- Experience analyzing and interpreting financial and non-financial data.
- Experience in formulating and implementing fiscal procedures and policies.
- Excellent verbal and written communication skills, including the ability to write reports that clearly define technical and factual conclusions and submit these within a prescribed timeframe.
- Ability to manage multiple projects and tasks concurrently and successfully complete large complex projects by required deadlines.
- Strong interpersonal skills to work effectively with diverse agency management, employees, state agencies, auditors, and other individuals.
- Ability to review and analyze manual and electronic records.
- Strong skills in the use of financial software systems and office automation software (including word processors and spreadsheets) to accomplish work and develop/improve processes.
Additional Considerations
- Experience researching, designing, developing, and implementing a program of internal controls.
- Considerable knowledge of government purchase and travel card administration.
- Ability to lead project teams.
- Experience developing and using a system for analyzing and testing internal controls in a government setting.
- Experience formulating and implementing policies and procedures for accounting, reporting, and budgeting for the Commonwealth of Virginia.
- Working knowledge of Commonwealth of Virginia organizations and functions.
- Experience with Microsoft Office suite, including Word and Excel.
