Job Duties
Virginia Department of Motor Vehicles is hiring for a Sr. Computer Engineer for a position within IT Services Administration at the headquarters location in Richmond, VA. This position is open to current VA DMV employees only.
This advanced technical position has responsibility for providing computer analytical, technical and programming application development services and supporting the computer applications that are used by its customers. In addition, this position will help lead the research, integration, development and implementation of tools, technologies, methods, and systems, which expand or enhance delivery of DMV services directly to customers, employees, and business partners.
This position is for a .NET full stack developer that will be responsible for the technical and functional development and maintenance of support systems from user requests through the business objective statement, business process definition, requirements definition, full system construction, implementation and post-implementation review and maintenance. In addition, this position will assist with the research, integration, development and implementation of tools, technologies, methods, and systems, which expand or enhance delivery of DMV services directly to customers, employees, and business partners. Another area of responsibility for this position will be release and deployment management processes. The incumbent of this position will primarily focus on the Select application and its components and interfaces but will also play a role in the transitioning of legacy systems off the agency’s mainframe to a .NET-based technology stack.

Minimum Qualifications
• Hands-on experience in .NET development, with current working experience in VB.NET and C#, for application design, coding, and maintenance.
• Working experience in UI/UX design using Angular.
• Proven experience in system integration, technical troubleshooting, and creating scalable solutions.
• Familiarity with software lifecycle management processes and user acceptance testing (UAT) protocols to ensure quality and compliance.
• Demonstrated experience with cross-functional collaboration
• Experience mentoring and guiding team members, fostering knowledge sharing, and enhancing technical skills within the team.
• Demonstrated experience documenting code and processes via technical writing and diagrams.
• In-depth understanding of Agile development methodologies and software lifecycle processes, including change control and their application within distributed systems.
• Working experience with desktop software release and deployment management processes.
Additional Considerations
• Familiarity with cloud-based platforms and modern DevOps tools to support scalable application development.
• Proficiency in web services, APIs, and integration testing protocols to support complex, multi-system applications.
• Familiarity with TSO, COM-PLETE, JCL, Windows operating systems, and CSS Mainframe systems, essential for managing DMV’s integrated applications.
