Job Duties
The Department of Behavioral Health and Developmental Services (DBHDS) is seeking an experienced IT professional to fill the Cloud Infrastructure Architect position. As part of the Enterprise Architecture team, this position is responsible for designing scalable, reusable, and secure infrastructure and network architectures across the data center and cloud environments, with a strong focus on AWS Cloud Infrastructure, while supporting workloads on Data center, Azure and OCI as well.
Key Responsibilities include:
• Designing and implementing scalable, resilient, and secure cloud and hybrid infrastructure solutions across AWS, Azure, and on-premises data centers aligned with Well-Architected and enterprise infrastructure principles.
• Leading infrastructure modernization, data center transformation, and cloud migration initiatives, embedding high availability, performance, disaster recovery, and cost optimization into all designs.
• Producing detailed infrastructure architecture documents, network diagrams, environment topology designs, and technical specifications to support delivery and governance.
• Providing architectural oversight for Azure environments and supporting/validating workloads operating across AWS, Azure, and data center platforms.
• Establishing consistent hybrid and multi-cloud infrastructure patterns across networking, identity and access management, security, DevSecOps tooling, observability, and resiliency strategies.
• Developing reusable infrastructure reference architectures, landing zones, blueprints, and automation accelerators to standardize deployments across environments.
• Designing and maintaining enterprise infrastructure frameworks for logging, monitoring, backup and recovery, patching, vulnerability management, and CI/CD platform integration.
• Building and standardizing Infrastructure as Code (IaC) modules and automation templates for provisioning compute, storage, networking, and security components.
• Participating in infrastructure design workshops, capacity planning, proof-of-concepts, and providing hands-on technical leadership during implementation and operational transitions.
• Conducting infrastructure architecture reviews, validating configurations, and troubleshooting complex networking, performance, availability, and integration issues.
• Ensuring infrastructure solutions align with enterprise architecture standards, security baselines, regulatory compliance, and risk management policies.
• Participating in Architecture Review Boards and governance forums, maintaining accurate infrastructure documentation and configuration standards.
• Collaborating with engineering, operations, security, and business stakeholders to translate business and technical requirements into scalable hybrid infrastructure solutions.
• Applying strong analytical and systems thinking with deep infrastructure expertise, promoting standardization, automation, operational stability, cost efficiency, reduced technical debt, and improved service reliability across cloud and data center environments.
This position is a restricted position funded by a federal grant ending November 30, 2027, and is not eligible for layoff benefits per DHRM state policy 1.30. Continued employment in this position beyond the stated end date is contingent upon funding.
Minimum Qualifications
• IT experience, with experience delivering infrastructure architectures across cloud and on-premises data centers.
• Experience designing, implementing, and supporting AWS infrastructure solutions, with solid experience in Azure and hybrid data center environments (OCI exposure).
• Experience in cloud and infrastructure modernization, including data center transformation, hybrid cloud design, and workload migration strategies.
• Ability to translate business and technical requirements into scalable, secure, and highly available infrastructure solutions using approved enterprise tools and standards.
• Knowledge of AWS and Azure infrastructure services including compute, storage, networking, IAM, virtualization, backup, and disaster recovery, along with strong data center networking concepts (VPCs/VNets, subnets, firewalls, load balancers, VPN, Direct Connect/ExpressRoute).
• Experience in enterprise networking, identity and access management, zero-trust architecture, security-by-design principles, and regulatory compliance controls.
• Experience with virtualization platforms, container platforms (Docker, Kubernetes), and hybrid infrastructure integration between cloud and on-prem environments.
• Proficiency in Infrastructure as Code (Terraform, CloudFormation, ARM/Bicep) and automation to standardize infrastructure provisioning and configuration management.
• Understanding of DevOps and infrastructure CI/CD pipelines, configuration management, version control, and platform automation tools.
• Experience implementing enterprise observability solutions including infrastructure monitoring, logging, tracing, alerting, capacity planning, performance tuning, and cloud cost optimization (FinOps awareness).
• Scripting and automation skills (e.g., Python, PowerShell, Bash) to automate infrastructure operations, patching, and system management.
• Excellent stakeholder communication, cross-functional collaboration, infrastructure documentation, operational support guidance, continuous learning and mentoring mindset, and adherence to organizational governance, security, and compliance policies.
Additional Considerations
• Experience showcased in cloud architecture and software engineering skills (ex: API Development, Algorithm design), Scripting (preferably python/NodeJS), Serverless computing, Containerization and Orchestration, DevOps for pipelines.
• Experience building products in a modern cloud ecosystem is crucial.
