Job Duties
The Virginia Department of Agriculture and Consumer Services, Division of Animal and Food Industry Services, is seeking a Laboratory Buyer Specialist to provide procurement services and support to four Regional Animal Health Laboratories. The selected individual will be the subject matter expert for procurement processes, obtain quotes, make purchases with the Small Purchase Charge Card, create requisitions in eVA, reconcile items in Bank of America Works, create logs, maintain supporting documentation, and be a primary contact point with VDACS Procurement and Finance Offices. This position works as a team member and assists other Laboratory staff as needed. Occasional overnight travel will be required. Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth’s telework policy.
Minimum Qualifications
Considerable knowledge of standard principles and practices of procurement of supplies, equipment and services. Advanced skill in the use of computers including MS Office and automated e-procurement software applications; detailed oriented with strong organizational and professional communication skills, both orally and in writing. The ability to interpret and apply generally accepted purchasing principles and practices; to collect and analyze data to make sound conclusions; to work in an automated and multi-disciplinary environment; to handle multiple tasks with rigid deadlines while providing quality customer service to internal and external customers; and to work collaboratively with various levels of agency personnel. H.S. Diploma/GED required.
Additional Considerations
A combination of related education, training and experience indicating possession of the preceding knowledge, skills, and abilities to include experience in procuring supplies and complying with complex procurement policies and regulations. VCA certification (or with the ability to achieve within one year of employment). Experience with the Commonwealth's purchasing processes, proficiency using eVA (the Commonwealth's electronic procurement system), and proficiency using Bank of America Works.
