Job Duties

The Virginia Department of Corrections (VADOC) advances public safety across the Commonwealth by providing effective incarceration, community supervision, and evidence-based reentry services. The Division of Community Corrections plays a critical role in this mission by supervising probationers and parolees in the community, supporting successful reintegration, and promoting accountability through data-driven and evidence-based practices.

Within this framework, the Community Corrections Operations Manager Senior supports the Deputy Director for Community Corrections in strengthening statewide operational consistency, program integrity, and performance outcomes across specialized supervision functions. The position helps ensure that technology-enabled monitoring, community release processes, and referral pathways operate effectively and in alignment with the Department’s People First values, professional conduct expectations, and public safety priorities.

Position Overview: The Community Corrections Operations Manager Senior provides high-level operational leadership, program oversight, and strategic project management for key statewide Community Corrections functions. Reporting directly to the Deputy Director for Community Corrections, this position ensures effective, compliant, and data-driven delivery of specialized community supervision programs that advance the Department’s public safety mission.

This role oversees the Voice Verification and Biometrics Unit, Sex Offender Monitoring Unit, Community Release Unit, and CCAP Referral Unit, ensuring consistent operational performance, policy compliance, and alignment with evidence-based practices. The position also leads cross-functional initiatives and strategic projects designed to modernize Community Corrections operations, strengthen probationer/parolee accountability, and improve supervision outcomes across the Commonwealth.

Working in close partnership with Regional Administrators and senior leadership, the Operations Manager Senior advances system performance through analytics, process improvement, and disciplined operational management.

Minimum Qualifications

Extensive progressively responsible experience in Community Corrections, including probation and parole supervision operations. Extensive knowledge of federal, state, and local laws governing Probation and Parole and of Virginia Department of Corrections Community Corrections policies, practices, and procedures. Demonstrated experience supervising professional and support staff and leading and managing complex operational programs.

Demonstrated knowledge of the criminal justice system, effective supervision strategies, and treatment modalities that support public safety outcomes, including application of Evidence-Based Practices to drive measurable results. Demonstrated ability to interpret and communicate Department policies and standards; model strong leadership and professional conduct; and build effective working relationships with executive leadership, field operations, and external stakeholders. Demonstrated ability to communicate effectively, both orally and in writing. Ability to complete Virginia Ethics Council Conflict of Interest requirements in accordance with the Code of Virginia.

Additional Considerations

Advanced knowledge, training, certification, or experience in criminal justice, public safety, or a related human services field. Experience in program development, implementation, evaluation, or oversight of community supervision or related programs within a state or large governmental environment. Experience with planning, budgeting, operational analysis, or administrative management supporting Community Corrections or probation and parole functions.
