Job Duties

The Virginia School for the Deaf and the Blind is seeking a Financial Services Specialist. This position will be responsible for the administration, coordination, compliance monitoring, and fiscal oversight of state and federally funded grant programs and Medicaid-related funding streams.

The Financial Services Specialist will also ensure adherence to federal regulations, Commonwealth policies, and agency procedures while supporting program integrity, financial accountability, and service delivery outcomes. The Financial Services Specialist serves as a subject matter expert on grant funding requirements and Medicaid reimbursement processes, providing technical assistance, financial analysis, and regulatory guidance to internal staff, local departments, and external partners.

Minimum Qualifications

Minimum qualifications:
High school diploma or General Educational Development (GED) Certificate

Must hold a valid Driver's License with a driving record that reflects a sense of responsibility for highway and passenger safety or obtain following DMV guidelines

Working knowledge of basic accounting principles and governmental fiscal practices

Experience processing financial transactions and reconciling accounts

Ability to interpret and apply policies, procedures, and regulatory guidelines

Proficiency in Microsoft Office applications, particularly Excel

Strong attention to detail and organizational skills

Ability to manage multiple tasks and meet deadlines

Effective written and verbal communication skills

Additional Considerations

Experience in state government financial operations

Familiarity with grant management and/or Medicaid funding processes

Knowledge of Commonwealth accounting systems (e.g., Cardinal)

Experience supporting audits or compliance monitoring activities

Ability to analyze financial data and identify discrepancies

Ability to work independently within established guidelines

Ability to maintain confidentiality of financial and client information

Ability to provide clear and professional customer service
