The Virginia Department of General Services, Office of Procurement Services (OPS), is seeking a highly skilled and detail-oriented professional to join our Office of Procurement Services as the Chief Procurement Officer. In this role, you will play a crucial part in supporting our agency's mission by ensuring efficient and compliant procurement processes by directing DGS’ Office of Procurement Services and supporting the department by providing consistent and accurate support services so that staff can be successful in accomplishing the agency’s mission.

Job duties include, but are not limited to:
- Leading and supervising OPS staff.
- Overseeing procurement of goods, services, and construction for the agency.
- Implementing and executing good procurement practices within OPS and in the divisions where procurement delegations have been granted to ensure that procurement laws, policies, and regulations are followed, including the Virginia Public Procurement Act, DGS Agency Procurement and Surplus Property Manual, VITA IT Procurement Manual: “BUY IT,” and DGS Construction Professional Services Manual.
- Establishing agency contracts and providing training and assistance to divisions on delegated procurements.
- Managing contract renewals and oversee effective contract management practices.
- Ensuring the agency is compliant with the use of eVA, including certifying the eVA dashboard and payment of fees.
- Serving as SWaM Champion for Executive Order Number 35, develops and executes the agency SWaM Plan.
- Responsible for the agency small purchase charge card program, oversee audits of SPCC holders.
This position is located in Richmond, Virginia and eligible for a hybrid telework schedule (telework up to 2 days/week) after the completion of a Telework Agreement.

Minimum Requirements
- Extensive experience with Commonwealth procurement laws and policies, including the Virginia Public Procurement Act, APSPM, VITA "Buy IT" Procurement Manual, and CPSM.
- Extensive experience in the areas of Construction, Technology, and Non-Technology Procurements, including experience start-to-finish experience executing Requests for Proposals and Invitations for Bids.
- Experience managing a professional staff.
- Strong communication and presentation skills, including experience conducting complex negotiations and trainings.
- Experience analyzing, interpreting, and implementing policies/policy updates.
- Ability to develop internal purchasing policies for the Department, including experience improving business processes.
- Ability to plan, organize, and direct procurement operations.
- Ability to communicate concisely orally and in writing.
- Strong technology skills, including e-procurement, spreadsheet, presentation, and word processing software.
Additional Considerations
- Virginia Contracting Officer (VCO). Candidates who do not already have the this certification will be required to obtain one within one year of employment.
- Certified Public Professional Buyer (CPPB) certification, Certified Public Purchasing Officer (CPPO) certification, or other nationally recognized purchasing certification.
- Experience with procurement operations management.
- Experience with the Commonwealth's electronic procurement system (eVA).
- Experience with grant management.
