Job Duties

Provides high‑level operational leadership, program oversight, and strategic project management for agency-wide professional standards, compliance, and accreditation functions within the Division of Professional Standards. This position ensures effective, compliant, and data-driven delivery of operational programs across all VADOC divisions, supporting the Department’s public safety mission through accountability, integrity, and continuous improvement.
The Professional Standards Program Manager ensures consistent operational performance, policy compliance, and alignment with evidence‑based and nationally recognized correctional standards. The position leads cross-functional initiatives and enterprise-level projects designed to modernize VADOC operations, enhance organizational performance, and strengthen outcomes across institutions, administrative units, reentry services, support operations, and community-facing programs.
Working in close partnership with senior leadership, Regional Administrators, Wardens, Superintendents, and HQ division directors, the position advances system performance through analytics, process improvement, disciplined operational management, and structured compliance oversight. Engages constructively with supervision, integrates feedback, and completes additional duties as assigned to support agency operations.

Minimum Qualifications

Extensive knowledge of Virginia corrections operations, relevant federal and state laws, and VADOC policies, procedures, and operational standards. Demonstrated experience applying evidence‑based practices, performance management strategies, and compliance methodologies within a large and complex organizational environment. Skilled in audit and inspection methods, accreditation readiness (ACA, with PREA standards familiarity preferred), corrective action planning, and policy implementation. Strong analytical, writing, reporting, and communication skills, including the ability to produce executive‑level briefings and data-driven assessments. Ability to lead and manage complex projects and collaborate effectively across organizational levels and functional areas. Ability to interpret policy, model professional conduct, and build and maintain strong working relationships with internal and external stakeholders.

Additional Considerations

Advanced training, certification, or experience in criminal justice, public safety, compliance, or related fields. Experience developing, implementing, evaluating, or overseeing agency-wide standards, compliance programs, or operational initiatives. Experience in planning, budgeting, operational analysis, or administrative management in a large governmental organization. Certifications such as ACA Auditor, PREA training, Lean Six Sigma, PMP, or quality/compliance credentials. Demonstrated success leading enterprise-wide strategic projects or large-scale operational improvement efforts. Bachelor’s degree in Criminal Justice, Public Administration, Business, or related field; or equivalent combination of education and experience.
