Job Duties

As an Appeals Examiner, you serve as a neutral and authoritative decision-maker in the Virginia Employment Commission’s first-level appeals process, ensuring unemployment insurance decisions are fair, timely, and fully compliant with federal and state requirements. You'll conduct administrative appeal hearings, evaluate complex case materials, research applicable laws and precedents, and issue well‑reasoned written decisions that meet strict quality and timeliness standards. In this role, you will manage a substantial caseload while maintaining due process, directing hearing procedures, examining witnesses, and ruling on motions and evidence. You'll also complete essential administrative reporting, communicate with customers and stakeholders with professionalism and respect, and support agency initiatives aimed at reducing improper payments through careful analysis and timely reporting of potential issues.

Minimum Qualifications

• Knowledge of the rules and regulations governing eligibility and qualification for benefits, administrative law procedures for conducting hearings, due process rights, legal research methodology and terminology.
• Strong analytical, decision making, and oral and written communication skills.
• Ability to manage substantial caseload, conduct fair hearings and control the process; ascertain and evaluate facts; apply related laws and regulations; analyze information; organize facts and testimony into written decisions; proofread, identify problems, and resolve issues; work independently; and work effectively with the public, members of the business community, co-workers, and management.

Additional Considerations

• Knowledge of statutory and regulatory provisions governing unemployment compensation (e.g. Virginia Unemployment Compensation Act).
• Experience interpreting relevant laws, rules and regulations and conducting UI administrative hearings.
