The Virginia Department of Fire Programs serves the citizens of the Commonwealth by enhancing public safety through supplemental funding to local governments, education, and training to first responders, fire prevention and life safety education through community risk reduction and statewide fire code enforcement.

About the Position
The Director of Education Services and Systems will provide strategic leadership and operational oversight for the Virginia Department of Fire Programs’ statewide education, training administration, and learning technology systems. This position directs multiple complex long-range program activities essential to the agency’s public safety mission, ensuring the effective delivery, evaluation, and continuous improvement of fire service training across the Commonwealth.

The position serves as the primary administrator for enterprise-wide training programs, curriculum governance, and educational technology platforms. The incumbent of this position will have responsibility for developing and implementing policies, business processes, and creating compliance frameworks related to training enrollment, instructional quality, certification records, and performance outcomes. This role provides independent authority in program planning, resource prioritization, stakeholder engagement, system modernization initiatives, and supervises professional staff who support statewide training administrative/business operations. The Director serves as a liaison to federal, state, and local partners and advises executive leadership on training strategy, program performance, and future service delivery needs.

The duties of this position will also include, but are not limited to:

•Providing executive-level oversight of the division, ensuring program alignment with VDFP’s strategic mission, regulatory compliance, and long-range workforce development priorities.
•Leading the identification, assessment, and prioritization of statewide training needs in collaboration with Virginia’s fire service community and ensuring program delivery is responsive to evolving industry requirements.
•Overseeing research, development, and implementation of new and enhanced education and training initiatives, including the design of pilots, regional delivery models, and continuous program improvement efforts.
•Routinely compiling, analyzing, and presenting program performance metrics, statistical reports, and strategic training data to the Executive Director, Deputy Director, Chief of Training and Operations, and the Virginia Fire Services Board.
•Directing curriculum governance activities for all agency courses, including the review, modernization, and deployment of new and existing training programs to ensure compliance with national standards, accreditation requirements, and agency policy.
•Providing enterprise-level project management for all educational technology initiatives, ensuring successful implementation, quality assurance, and measurable outcomes in student performance and instructional effectiveness.
•Evaluating statewide course delivery effectiveness by analyzing student success rates, assessment results, instructional feedback, and implementing curriculum or delivery modifications as necessary to achieve program goals.
•Managing diverse administrative, planning, scheduling, testing, accreditation, and business functions essential to statewide training delivery, ensuring efficient service execution, stakeholder engagement, and consistent program performance.
•Ensuring positive program outcomes across multiple organizational components, including learning Development, Training Administration, Testing, and Compliance Support functions.

Minimum Qualifications

•Experience demonstrating the ability to provide oversight and direction for complex long-range public-sector employee education programs, workforce development programs, or similar adult learning systems.
•Experience demonstrating knowledge of curriculum development and governance.
•Ability to evaluate program effectiveness, ensure compliance with accreditation standards, and implement continuous improvement.
•Knowledge of administrative, fiscal, and business management practices, including policy implementation and resource coordination.
•Considerable supervisory experience and leadership skills, including staff accountability and performance management.
•Experience demonstrating the ability to communicate effectively with executive leadership, localities, and external stakeholder organizations.
•Experience communicating in writing with demonstrability to develop technical guidance documents, reports, and other similar forms of written communication.
•Experience demonstrating extensive knowledge and proficiency with Microsoft Office Suite and enterprise learning technology platforms supporting system universal training delivery and reporting.

Additional Considerations

•Experience providing strategic leadership for multi-component training programs, accreditation compliance, or enterprise learning system initiatives.
•Experience coordinating the delivery of statewide training through regional partners, academies, or multi-agency stakeholders.
•Possession of valid driver’s license and the ability to drive to work related activities as required.
•Instructional/teacher licensure desired.
•Virginia Procurement Licensure (VCA, VCO, etc) desired.
•Learning Technologies Licensures or Project Management Certifications desired.
