Job Duties
The Virginia Department of Agriculture and Consumer Services seeks a dynamic, results-oriented executive to serve as Director of the Division of Consumer Protection. This position serves on the agency’s Strategic Management Team providing leadership, management guidance and technical support in achieving the agency’s mission. Additionally, the position leads the consumer protection division by providing executive level guidance and coordination for the four major program areas of pesticide services, plant industry services, weights and measures, and charitable and regulatory programs. Duties include but are not limited to: developing and monitoring strategic plans for assigned division; monitoring and evaluating program accomplishments and services; directing statewide referral, mediation, regulatory and enforcement programs to achieve compliance with the various consumer protection laws; partnering with regulated industry to identify strategies for improving and maintaining compliance with regulatory requirements; managing and directing division’s financial, administrative and human resource operations and activities; and managing legislative and regulatory responsibilities for the division. The selected individual will also represent the agency and Commissioner’s Office as needed. Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth’s telework policy.
Minimum Qualifications
Comprehensive knowledge of complex organizational functions related to regulatory processes and procedures, financial and budgetary practices; general administration; organizational planning and development; program evaluation; governmental and legislative policies and procedures; and Federal and State statutes directly affecting the activities of the division. Extensive knowledge and experience in customer service principles and quality improvement processes. Managerial skills to develop teamwork and cooperation in the work unit are needed along with strategic problem solving and analytical skills; planning and prioritization skills; exceptional interpersonal, public relations and communication skills, including written, verbal, listening, and negotiation; effective public speaking skills; and technical proficiency to include computers and other electronic devices. Demonstrated ability to plan and organize operational activities; set objectives and goals to achieve results; make effective presentations to groups of people; manage division staff and resources effectively; analyze statutes and determine their impact on the agency and division operations; identify and analyze division-wide needs, make sound decisions and develop strategic plans. Ideal candidate should have progressively responsible management experience in directing the activities of a complex division including supervision, budget, finance, and administrative oversight as well as a proven track record in negotiating and working with a broad constituency representing industry, citizens and government. H.S. Diploma or GED required.
Additional Considerations
A combination of related education, training and experience indicating possession of the preceding knowledge, skills, and abilities to include knowledge of public administration, business, agriculture, biological sciences, environmental sciences, or related field. Demonstrated successful management experience in a regulatory, policy, government or related work environment. Extensive knowledge of one or more of the technical areas managed (plant industry services, pesticide services, consumer protection, weights and measures) strongly preferred.
