Job Duties
The Virginia Department of Motor Vehicles is hiring for an IFTA/IRP Administrative Operations Specialist in Richmond, VA. This position is open to current DMV employees only.
The Administrative Operations Specialist supports DMV’s mission by managing financial reconciliations, processing IFTA and IRP applications and tax returns, facilitating IFTA/IRP audits and transmittal processes, administrative program maintenance and resolving escalated compliance issues. This position ensures operational accuracy, adherence to DMV policies and efficient service delivery while contributing to DMV’s overall compliance and revenue collection goals.
The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. In addition, DMV serves a wide array of businesses, including dealers, fuels tax customers, rental companies, driving schools, other state agencies, local governments, and non-profit organizations. Minimum Qualifications
•Understanding of compliance standards, enforcement procedures, and safety regulations affecting interstate and international motor carriers
•Working knowledge of financial reconciliation practices, revenue collection processes, and DMV specific accounting and asset management protocols
•Effective problem solving skills to address escalated compliance issues, interpret regulations, and determine appropriate resolutions
•Proficient written and verbal communication skills for assisting customers, collaborating with audit teams, and explaining program requirements clearly
•Strong administrative and operational capabilities, including workflow management, data validation, electronic recordkeeping, and use of data entry systems and databases
•Excellent organizational and multitasking abilities to support program maintenance, audit preparation, and high volume daily operations
•Ability to deliver consistent, customer focused service aligned with the DMV Code of Conduct and agency values
•Ability to work independently and collaboratively, adapting to evolving procedures and regulatory requirements
Additional Considerations
•Strong knowledge of IFTA, IRP, PRISM, and EZFleet program requirements, including application processing, tax return review, audit coordination, and transmittal procedures
•Experience in DMV operations, financial reconciliation, or regulatory compliance functions
•Ability to analyze complex information, identify trends or issues, and apply sound judgment to support program integrity, revenue accuracy, and transportation safety goals
