Job Duties
We are seeking an experienced HR Benefits Analyst with a primary focus on employee leave programs. This role is the main point of contact for all leave programs and policies, ensuring compliance with state and federal regulations. The HR Analyst will provide guidance to employees and managers, manage leave-related payroll transactions, and maintain accurate leave records in HR systems.
Key Responsibilities
·Oversee leave programs such as FMLA, the Virginia Sickness and Disability Program (VSDP), Workers’ Compensation, Parental Leave and other state leave policies.
·Serve as the primary point of contact for leave inquiries, providing clear and accurate guidance.
·Process and track leave in Cardinal and maintain accurate records per policy and audit requirements.
·Provide guidance to employees and supervisors on leave eligibility, accruals, program differences, and policy interpretation.
·Collaborate with the Payroll Services Bureau and third-party administrators to coordinate leave/payroll actions and return-to-work procedures.
·Develop and deliver training materials and informational sessions on leave policies, related benefit programs, and HR processes, including training for new hires during new employee orientation.
·Maintain compliance with Department of Human Resources (DHRM) policies and applicable federal/state laws.
·Collaborate with employees, managers and other HR team members to ensure accurate leave reporting.
·Serve as backup to the Benefits Administrator for enrollment and administration of benefits programs including State Health Benefits, Flexible Spending Accounts, Group/Optional Life Insurance, Long-Term Care, Retirement (VRS), and deferred compensation.
The position is located at our Main Street Centre location in Richmond Virginia and has a hybrid schedule consisting of 3 days in the office (Tuesday, Wednesday, Thursday) and 2 days teleworking (Monday and Friday).
The anticipated hiring salary is commensurate with experience up to $75,000.

Minimum Qualifications
· Detailed working knowledge of HR leave and benefits programs, including Virginia-specific (DHRM,VRS) and federal (FMLA, ADA, EEO) regulations.
· Experience maintaining precise leave records and producing audit-ready documentation.
·Excellent communication skills, both verbal and written.
·Critical thinking skills to resolve complex leave/benefits situations while ensuring agency compliance.
·Exceptional organizational skills with the ability to manage multiple priorities.
·Strong attention to detail and accuracy in all tasks.
·Ability to multi-task and follow through on commitments in a fast-paced environment.
·Proficiency in Microsoft Office Suite (Excel, Word, Outlook).
Additional Considerations
·Experience with Virginia state HR systems and software (e.g., Cardinal and VNAV).
·In-depth knowledge of Virginia state benefits programs and leave policies.
·Working knowledge of workers’ compensation claims processes.
