Job Duties

The Virginia Department of Motor Vehicles is recruiting for an IT Development Manager - Vehicle for a position within its IT Services Administration at its headquarters in Richmond, VA. This position is open to current DMV employees only.

The IT Manager is a leadership role responsible for directing a team of IT professionals in the complex development, maintenance, and enhancement of software applications. This role covers a broad spectrum of responsibilities, from technology planning and strategic direction to overseeing the full software development lifecycle, ensuring that all stages from user requests and defining business objectives to data modeling, requirements analysis, coding, deployment, and post-implementation review are effectively executed.

The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. Minimum Qualifications

•Proven experience in leading teams and handling complex projects within governmental or regulatory settings.
•Proven skills in IT management, including planning, directing, and organizing projects and resources.
•Proficient in project management, familiar with tools like MS Project, and capable of managing the full systems development lifecycle using methodologies such as Agile.
•Experience in mainframe and distributed systems, networking, and configuration management for both local and remote setups.
•Competent in complex problem-solving, systems evaluation, and feasibility analysis.

Additional Considerations

•Familiarity with DMV applications, CSS, and understanding of DMV regulatory compliance.
•In-depth knowledge of VITA security standards (SEC509), ensuring systems meet information security requirements.
•Experience with Oracle, ADABAS, NATURAL, VB, and other technical platforms, along with proficiency in software distribution and remote communications.
•Experience in implementing security controls and managing IT systems aligned with agency protocols under the guidance of System and Data Owners.
