Job Duties

The Virginia Department of Education is looking for a Director of Assessment to provide supervision and support in all aspects of the statewide student assessment system to include test development; test administration, scoring, and reporting; contract management; staffing; and budget.

This person would be expected to implement state-mandated testing programs designed to measure student achievement, report school performance data as required by the Standards of Accrediting Schools, and provide test-related information in support of the Virginia Department of Education’s (VDOE) goals and objectives.

The Director of Assessment would be responsible for the following duties:

  • Manage the state-mandated assessment programs to include item and test development and test administration procedures and requirements for the state-mandated Standards of Learning (SOL) assessment programs and the through-year growth assessments in reading and mathematics.
  • Manage the implementation of the alternate assessment programs for students with disabilities and the English language proficiency assessment for English Learners and the National Assessment of Educational Progress
  • Oversee the development and implementation of systems for test development and test
    administration, scoring, and reporting for the state-mandated assessment programs.
  • Ensure that accurate and reliable training and technical assistance are provided to school
    division staff and internal student assessment staff.
  • Provide leadership in addressing and resolving test irregularities with consistency and
    accuracy.
  • Provide guidance to school division staff responsible for conducting and documenting investigations of alleged testing violations and manage VDOE led investigations as required.
  • Manage student assessment staff to ensure assigned tasks are completed accurately and in a timely fashion.

Minimum Qualifications

  • Considerable knowledge of program and contract management including budget development and management.
  • Extensive experience in managing large scale assessment programs including work with systems used in both online and paper/pencil test delivery modes.
  • Proven ability to manage multiple assignments with critical deadlines and to coordinate the efforts of others to reach agreed upon program goals.
  • Demonstrated ability to design and deliver meaningful professional development and present complex information to various audiences using multiple delivery methods (email, web-based instruction, audio conferences, face-to-face meetings, etc);
  • Demonstrated ability to communicate effectively to the educational community, contractors, parents, legislators, and the public regarding highly complex assessment program information;
  • Demonstrated analytical and problem-solving skills with attention to detail and focus on data;
  • Demonstrated ability to interpret policy and procedures to respond to program inquiries;
  • Considerable experience in managing and monitoring multiple, concurrent tasks effectively;
  • Considerable knowledge and skill using word processing, spreadsheet, and presentation software (e.g., Word, Excel, and PowerPoint)

Additional Considerations

  • Graduation from an accredited college or university or an equivalent combination of education and experience; advanced degree is preferred;
  • Experience in Web-based test delivery systems and evaluating the functionality of Web-based applications;
  • Experience in large-scale assessment at either the state or local school division level; Supervisory experience preferred.
