Job Duties

The Virginia Department of Emergency Management is currently seeking a qualified candidate to become our VEST Branch Manager!

*This position is eligible for one day of telework per week. Due to the public-facing nature of the role, regular onsite presence is required.*

This position leads and coordinates the Virginia Emergency Support Team (VEST) branch, ensuring the operational readiness and efficient functioning of the Virginia Emergency Operations Center (EOC). This position demands a skilled diplomat who cultivates and maintains strong partnerships across local, state, and federal agencies.

The ideal candidate demonstrates strong interpersonal and team-building skills, combined with experience managing emergency operations within an EOC environment. This role oversees VEST team rotations, VEST training activities and serves as the primary point of contact for the VEST, driving collaboration and operational excellence under high-pressure conditions.

All VDEM employees are designated as essential personnel and may be required to work during emergencies, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official EWP.

Minimum Qualifications

- Strong program and personnel management abilities.
- Strong leadership skills, including daily supervision of five or more staff.
- Effective at collaborating with internal stakeholders and cross‑agency partners at the federal, state, and local levels.
- Strong oral and written communication skills with the ability to deliver clear, effective presentations and trainings.
- Strong project management skills with the ability to analyze and evaluate data to make program modifications, supported by excellent organizational ability.
- Ability to plan and set goals and objectives while prioritizing and making decisions that reflect the mission of VDEM and the VEST.
- Knowledge of state, federal, and local emergency operations systems as well as emergency response and recovery principles and concepts.
- Working knowledge of budget processes and procedures.
- Proficient in information systems and Microsoft applications, including MS Teams.

Additional Considerations

- Current emergency management certification preferred (IAEM or VEMA)
- Experience in state government a plus.
- Prefer completion of the Emergency Management Basic or Advanced Academy.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range. This is a restricted position due to the funding source.
