Job Duties
This role leads and manages the internal audit function, encompassing agency-wide risk assessments and the development of long-term audit work plans. It oversees the planning, execution, reporting, and resolution of audits (both assurance and advisory engagements), hotline investigations, and special projects conducted by internal audit staff. The position also undertakes complex or sensitive special projects as needed.
In collaboration with the DOC Director and senior leadership, it is responsible for strategic planning for the Internal Audit Unit and ensuring adherence to professional auditing standards.
Reporting directly to the Director of Corrections, it works closely with the Director and Senior Leadership team to maintain an effective internal audit function for the Agency.
The mission of the Internal Audit Unit is to deliver independent, risk-based, and objective assurance and advisory services that add value and enhance the Department of Corrections' operations. Through a systematic, disciplined approach, the unit supports the organization in achieving its objectives by evaluating and improving the effectiveness of governance, risk management, and control processes.
Minimum Qualifications
The Ideal Candidate will possess the following:
- Extensive knowledge of auditing standards, processes, and professional ethics
- Strong understanding of operational, financial, and compliance auditing
- Familiarity with federal and state compliance requirements
- Working knowledge of information technology systems relevant to auditing
- Excellent written, oral, and interpersonal communication skills
- Proficiency in identifying audit risks, control weaknesses, and improvement areas
- Advanced skills in spreadsheet, database, and office automation software
- Ability to plan, lead, and complete complex audits
- Experience managing and motivating professional audit teams
- Consistent record of meeting deadlines, performance, and quality standards
- Strong communication skills for interaction with executive leadership, senior management, and external stakeholders
- Capability to leverage information systems to support audit objectives and decision-making
- Ability to complete the Virginia Ethics Council Conflict of Interest (COI) filing within two (2) business days of hire and annually thereafter, in accordance with the Code of Virginia § 2.2-3100.
- Ability to complete COI training within two (2) months of hire and every other year thereafter, as required by Code of Virginia § 2.2-3132.
Additional Considerations
- Advanced knowledge, formal coursework, specialized training, or certification in Business Administration, Accounting, Criminal Justice, Public Administration, or related fields
- Significant professional experience in accounting, auditing, information systems, or business administration
- Professional certification (CPA, CIA, CISA) or advanced degree
- Demonstrated leadership experience, including supervision of professional staff
