Job Duties

The Department of General Services' (DGS) Division of Capitol Square Services (DCSS) is a customer-focused organization whose primary function is to provide a quality environment for the approximately 75 state agencies that occupy the facilities overseen by DGS. DCSS provides its customers effective and timely operational, maintenance, and repair services, as well as manages capital outlay projects and provides professional services contracts for statewide public body use.

DCSS is responsible for over 40 buildings and 20 parking facilities and operates and maintains about 6.45 million square feet of buildings and grounds at the seat of government to include the Governor's Mansion, the Virginia Capitol and Capitol Square.

The Painter supports the preservation, appearance, and safety of the State Capitol Square Complex and other buildings by performing skilled painting, finishing, and surface‑repair work across historic and modern facilities. This position ensures that interior and exterior building surfaces are properly maintained, protected, and visually consistent with state standards.

Key Responsibilities:

  • Prepare interior and exterior surfaces by cleaning, sanding, patching, caulking, and priming.
  • Apply paint, stain, varnish, epoxy, and specialty coatings using brushes, rollers, and spray equipment.
  • Conduct routine inspections of painted surfaces to identify deterioration, moisture issues, cracking, or peeling.
  • Perform scheduled preventative maintenance to extend the life of building materials and finishes.
  • Assist with showing projects to contractors, ensuring projects are completed correctly and meet job specifications.
  • Assist with painting needs for special events, legislative sessions, and high‑visibility functions.

Minimum Qualifications

  • Valid Virginia Driver's License
  • Experience performing skilled painting work with application of various types of wall coverings and coatings.
  • Ability to properly prepare surfaces for paint or wallpaper.
  • Knowledge of surface preparation, finishing techniques, and proper use of painting tools and equipment.
  • Ability to work safely on ladders, scaffolding, and lifts.
  • Ability to read and interpret work orders, blueprints, and product specifications.
  • Ability to lift, carry, and move equipment and materials up to 50 lbs. as required for the job.
  • Ability to work at heights and in various environmental conditions.

Additional Considerations

  • Experience working in historic buildings or government facilities.
  • Familiarity with maintenance management systems for work orders and preventative maintenance.
  • Training or certification in OSHA safety standards, scaffolding, or lift operation.
  • Experience with specialty coatings, restoration work, or decorative finishes.
