Job Duties
The Virginia Department of Education is looking for a Senior Buyer to provide technical assistance and ensure compliance with state statutes and regulations related to the Virginia Public Procurement Act, the Agency Procurement and Surplus Property Manual, the BuyIT Manual, and DOE policies and procedures.
This person will be responsible for the successful and timely sourcing of necessary goods and services. This position further supports that mission through the skillful negotiation of fair and reasonable contract pricing.
The Senior Buyer would be responsible for the following duties:
- Collaborate with supervisor and procurement staff to review purchase request transactions, including small purchases, sole source justifications, Memoranda of Agreement, no-cost agreements, competitive sealed bidding, and competitive negotiation.
- Contribute to the development of all aspects of formal and informal solicitations, including Invitations for Bids and Requests for Proposals (sealed and unsealed).
- Collaborate with end-users, procurement staff, and/or the Director of Procurement to review and draft solicitations prior to public advertisement within established timelines.
- Draft and review proposal evaluation committee instructions; participate in meetings to provide guidance to committee members.
- Ensure adherence to the Virginia Public Procurement Act, the Agency Procurement and Surplus Property Manual, the Vendors’ Manual, and the BuyIT Manual.
- Serve as SWaM Champion and plan due date, compile, analyze, and report data from the Virginia SBSD Expenditure Dashboard to the Director of Procurement, including suggested updates to the previous year’s plan.
Minimum Qualifications
- Ability to communicate effectively both orally and in writing, establish and maintain effective working relationships with colleagues possessing a wide range of expertise and educational backgrounds.
- Thorough understanding of the Virginia Public Procurement Act (VPPA) and the regulations set forth in the Agency Procurement and Surplus Property Manager (APSPM), the Vendors Manual, and the BuyIT Manual.
- Demonstrated ability to analyze quotes and bids and make appropriate award decisions.
- Demonstrated ability to discuss purchasing requirements with agency personnel.
- Demonstrated ability to discuss complaints with customers and vendors.
- Demonstrated ability to Interpret detailed written procedural guidance.
- Ability to maintain proper procurement documentation in internal shared folder and in eVA.
- Strong facility in utilizing eVA, Microsoft Office Suite products, Adobe, or similar technology.
- Ability to create training material and participate in training events as needed.
- Ability to work independently and as part of a team.
- Ability to communicate effectively, both orally and in writing.
Additional Considerations
- Demonstrated ability to not to disclose or allow to be disclosed any restricted-use data used during the completion of assigned responsibilities and tasks except as permitted by state and federal law and regulations.
- Demonstrated ability to analyze procurement requests for compliance, risk, and completeness prior to approval.
- Demonstrated ability to conduct market research, compare pricing structures, and assess procurement strategies to ensure best value for the Commonwealth.
- Demonstrated ability to provide procurement training, guidance, and technical assistance to agency personnel to support compliant purchasing activities.
- Demonstrated ability to evaluate vendor proposals objectively and guide evaluation committees through compliant review processes.
