Job Duties
The Virginia Department of Motor Vehicles (DMV) is seeking an experienced Budget Analyst Sr. for the Budget Office. The Budget Analyst Senior is responsible for developing, analyzing, monitoring and managing DMV budgets, expenditures and revenue forecasting ensuring alignment with state policies and DMV objectives. The role involves data-driven decision-making, financial reporting, and collaboration with internal and external stakeholders to ensure the agency operates within budgetary guidelines while meeting operational goals and enhancing fiscal accountability and efficiency.
The Budget Office in the Finance Department supports DMV’s mission by ensuring accurate budgeting, analyzing financial data, financial planning, and ensuring fiscal accountability. It provides strategic financial guidance to improve efficiency, support decision-making, and align resources with the agency's priorities.
The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. Minimum Qualifications
•Comprehensive knowledge of budget preparation, revenue forecasting, financial analysis, and fiscal reporting in a medium-to-large state agency or business
•Advanced expertise in Microsoft Excel, financial software, data analysis and visualization tools used for data manipulation and automation
•Ability to synthesize and present complex data in a clear and easily understandable manner
•Demonstrated ability to prepare comprehensive and operational analysis and forecasts, including the development of complex financial planning and funding models
•Demonstrated ability to handle multiple assignments under aggressive deadlines
•Excellent written communication skills to convey financial concepts clearly to diverse audiences
•Considerable experience developing reports, dashboards, and metrics to support operational and strategic decision making
•Considerable experience in analyzing complex datasets to draw actionable conclusions and recommendations, as well as preparing detailed reports
Additional Considerations
•Extensive experience in public sector finance, including budget preparation and management for medium-to-large state agencies with multiple funding sources and budgets
•Extensive background in financial forecasting, cost analysis, and fiscal reporting
•Proven success in leading process improvements and financial systems enhancements
•Thorough knowledge of state government operations, legislative process, and the budget cycle, including the Virginia Appropriation Act
