About the Agency
The Virginia Department of Fire Programs serves the citizens of the Commonwealth by enhancing public safety through supplemental funding to local governments, education and training to first responders, fire prevention and life safety education through community risk reduction and statewide fire code enforcement.
About the Position
The Purchasing Analyst will be responsible for procuring goods and services for the agency in a timely manner; following all rules and regulations of the Virginia Public Procurement Act and the Commonwealth of Virginia Agency Procurement and Surplus Property Manual; following all SWaM requirements; and adhering to agency policies and procedures. The incumbent of this position serves as the back-up to Purchasing Manager for certifying the SWaM Dashboard data.
Minimum Qualifications
• Experience demonstrating considerable knowledge of the laws, regulations, and policies of the Virginia Public Procurement Act.
• Knowledge of contract purchases and the procurement of services and goods, specifically Request for Proposal (RFP) and Invitation for Bid (IFB).
• Experience using the eVA Procurement system.
• Work experience utilizing a Small Purchase Credit Card (SPCC) and experience conducting monthly reconciliations of the card.
• Possession of a Virginia Contracting Associate (VCA) or Virginia Contract Officer (VCO)
certification required. If the candidate selected for hire does not possess a VCA or VCO certification upon their hire date, they must obtain at least the VCA certification within 1 year of employment.
• Ability to work independently with minimum supervision.
• Ability to work within a team environment and work with internal and external customers.
• Ability to work in a fast-paced environment.
• Experience making oral and written presentations as well as providing occasional hands on-training.
• Experience demonstrating considerable knowledge and ability with PC applications such as MS Word, PowerPoint, Outlook, and Excel).
Additional Considerations
• Considerable experience in the field of Purchasing goods and services with considerable knowledge of Small Purchase Charge Card usage is required.
• Virginia Contracting Associate (VCA) certification, Virginia Contract Officer (VCO) certification is desired.
