Job Duties
This position is open to current DMV employees only. The Virginia Department of Motor Vehicles (DMV) is seeking a Program Specialist Senior. This position manages key programs within the Driver Services Administration, ensuring compliance with legislative requirements, DMV policies, and stakeholder needs. This role involves program development, project management, stakeholder engagement, and serving as a liaison between DMV and external partners. The position directly supports DMV’s mission by facilitating efficient, customer-focused licensing processes and driving the successful implementation of new legislative and procedural changes.
The Driver Services Administration ensures the safe and efficient issuance of driver's licenses and identification cards by maintaining strict adherence to state and federal regulations. This division supports DMV’s mission by safeguarding identities, verifying eligibility, and delivering excellent customer service through streamlined and secure licensing processes.
The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. In addition, DMV serves many businesses, including dealers, fuel tax customers, rental companies, driving schools, other state agencies, local governments, and non-profit organizations. Minimum Qualifications
• Experience with project management, stakeholder engagement, and conflict resolution
• Proficiency in data collection, statistical analysis, and Microsoft Office Suite
• Strong research and analytical skills
• Excellent communication and interpersonal skills for stakeholder engagement
• Proven ability to prioritize tasks and meet deadlines
Additional Considerations
•Familiarity with the legislative process and experience implementing legislative changes
•Experience working with legislative groups and implementing legislative changes within a regulatory or government agency
•Experience managing cross-functional teams and overseeing federally mandated projects, particularly within the transportation or licensing industry.
•Experience with Microsoft Power Apps, Power Automate, SharePoint, and Power BI for workflow automation, data visualization, and application development
