The Department of Criminal Justice Services is seeking a collaborative and innovative team player to serve as a full-time Division Director of Finance and Administration in Richmond, Virginia. What you will do:
• Manage, through staff, the administrative activities of the Agency.
• Provide guidance in the form of planning and oversight to ensure that operational departments of the agency are providing the support necessary for the rest of the agency to function efficiently.
• Provide input to the Director and Chief Deputy on a wide range of issues impacting the agency to include fiscal and budget, procurement and grants management.
• Serve as a member of the Agency senior management team that provides leadership and guidance on agency vision, direction, policy, and oversight, as it relates to fiscal operations.

Minimum Qualifications

•Demonstrated extensive management experience.
•Knowledge of finance, information technology issues and concepts, procurement services, grants management, human resource management and general administrative management concepts.
•Extensive knowledge of Virginia state government, the executive and legislative branches of government, state government practices, policies, and procedures.
•Knowledge of and experience with managing diverse staff over a wide range of diverse subject areas and functions.
•Ability to successfully balance multiple responsibilities.
•Considerable skill in MS Office (Word, Excel) and HR information systems.
•Excellent verbal and written communication skills, interpersonal and analytical skills
•Ability to work independently as well as a team member.
•Excellent organizational and time management/prioritization skills

Additional Considerations

•Working knowledge of state government budget operations
•Knowledge of the roles of the Virginia Departments of Planning and Budget (DPB) and Human Resources Management (DHRM)
•Knowledge of Virginia’s legislative process.
•Working knowledge of Virginia’s procurement policies
•Extensive experience in government operations with significant exposure to programmatic areas.
•Additional experience in private sector business operations.

Special Instructions

Interview candidates may be required to demonstrate the skills and abilities necessary for satisfactory performance of work. The candidate selected for the position must successfully complete a criminal background investigation and complete and submit a Form I-9 (Employment Eligibility Verification) which will be entered into the Federal E-Verify system to confirm identity and work authorization. The individual may also be responsible for submitting an annual Statement of Personal Economic Interest. In addition, the selected candidate who begins original employment or re-employment in this position must serve a 12-month probationary period effective from the date of employment. The starting salary range is 165,000 to $180,000 plus the state’s benefits package.
