Richard Bland College (RBC) is a two year, residential, liberal arts transfer institution dedicated to preparing students for successful transfer to highly ranked colleges and universities. A true hidden gem just outside Virginia’s Tri Cities region, RBC offers a distinctive learning and working environment on more than 750 acres of scenic wetlands, forests, and the Commonwealth’s oldest and largest pecan grove.
Richard Bland College invites applications for a Project Administrative Coordinator, a key administrative role supporting campus operations, facilities, and procurement activities. This position provides direct support to the Chief Operating Officer and Executive Administrative Assistant, ensuring compliance with the Virginia Public Procurement Act (VPPA), agency policies, and administrative best practices.
The Project Administrative Coordinator plays a vital role in contract administration, procurement processes, facilities coordination, and project management to support the efficient operation of the College.
Key Responsibilities
Procurement & Contract Administration
• Conduct state compliant procurement activities in accordance with VPPA, eVA, and agency policies
• Process purchase orders, requisitions, solicitations, and related procurement documentation
• Track contracts, renewals, vendor compliance, milestones, and deliverables
• Maintain procurement and contract records in accordance with Library of Virginia retention schedules
• Administer or coordinate procurement card (P Card) transactions following state guidelines
• Ensure accuracy, timeliness, and audit ready documentation for all procurement actions
Administrative & Operational Support
• Maintain workflows for reporting, budgeting, procurement, and facilities requests
• Prepare administrative reports, logs, internal reviews, and professional communications
• Support agency program operations and compliance requirements
• Ensure efficient task completion and adherence to established administrative procedures
Facilities & Project Support
• Assist with maintenance requests, space planning, and facilities coordination
• Plan, implement, and manage assigned projects and process improvements
• Monitor project progress and provide timely status updates
• Track facilities requests and ensure timely resolution and follow up
Performance Expectations
• Consistent compliance with procurement laws, policies, and audit standards
• Accurate tracking of contracts, deadlines, and documentation
• High quality, reliable reporting and administrative support
• Effective coordination with staff, vendors, and external partners
Minimum Qualifications
· High School Diploma or equivalent
· Demonstrated knowledge accounting, procurement practices and contract administration.
· Demonstrated knowledge of administrative management practices.
· Proven organizational skills managing multiple priorities; maintained accurate records and delivered clear, timely communication across teams.
· Experience in government or regulated administrative operations.
· Experience with procurement, purchasing, or contract workflows
·Proficient in PC applications, including word processing, spreadsheet, and database software.
·Demonstrated ability to handle diverse financial transactions while maintaining accurate records and working independently to meet deadlines.
Additional Considerations
·Graduation from college or university with a degree in business or related field.
