This position has a hybrid work schedule with three days/week working in the office in downtown Richmond, VA.

The Department of Accounts (DOA) is seeking an experienced financial manager to direct the operations of the Compliance Oversight and Federal Reporting unit.  This includes directing the subunits of Quality Assurance, Federal Reporting, and the Commonwealth Vendor Group. 

DOA’s mission is to provide a uniform system of accounting, financial reporting, and internal control adequate to protect and account for the Commonwealth’s financial resources, while supporting and enhancing the recognition of Virginia as the best managed state in the union.

Job Duties

• The purpose of this position is to manage the Compliance Oversight and Federal Reporting Unit, including all operations and staff in the subunits of: Federal Reporting, Quality Assurance, and the Commonwealth Vendor Group (CVG). This position directly supervises the Assistant Director over each subunit.
• To ensure compliance with State and Federal laws and policies including the Commonwealth’s Agency Risk Management and Internal Control Standards (ARMICS), Commonwealth Accounting Policies and Procedures (CAPP), best practices surrounding governmental accounting and reporting including general ledger oversight and compliance with Financial Reporting Directives.
• Responsible for all Federal Reporting including the Schedule of Expenditures of Federal Awards (SEFA), Cash Management Improvement Act (CMIA), Statewide Indirect Cost Allocation Plan (SICAP) as well as coordination over reporting and resolution of audit findings.
• To manage the Commonwealth’s single vendor database including compliance with all applicable state and federal laws.
• Overseeing daily, weekly, monthly, quarterly and annual analyses and reconciliations; overseeing quality assurance reviews, and the preparation of mission critical federal reports.

Minimum Qualifications

• Knowledge of governmental accounting and reporting.
• Knowledge of the Commonwealth’s CAPP and ARMICS requirements.
• Strong understanding of federal reporting and compliance requirements.
• Experience with compliance oversight.
• Strong leadership skills. Demonstrated ability to organize, prioritize and evaluate the work of others.
• Demonstrated ability to communicate effectively, orally and in writing.
• Post secondary education, or equivalent professional experience, in Accounting, Finance, or a related field.

Additional Considerations

• Professional certification in a financial/accounting field preferred.
• Relevant experience in a government setting is preferred.
• Experience with supervision of professional financial staff engaged in a variety of federal and/or statewide fiscal, accounting, and/or reporting functions preferred.
• May be required to perform other duties as assigned and may need to work outside of normal business hours as needed to support business unit demands and deadlines.
• This is an essential position under the Continuity of Operations Plan and may be required to work in the event of an agency closing.
• This position requires the completion of the Statement of Economic Interests upon hire and annually thereafter.
