Job Duties

The Regional Administrator provides dynamic leadership and strategic oversight for multiple correctional facilities within a designated region, operating in a 24/7 public safety environment. Reporting to the Deputy Director for Institutions, this role directs all regional operational activities, ensuring facilities run safely, securely, and efficiently. Key responsibilities include driving excellence in security, rehabilitation, staff development, and organizational performance, while advancing the mission and strategic priorities of the Agency.

Working closely with wardens and institutional leadership teams, the Regional Administrator ensures consistent implementation of policies, operational standards, and best practices. Additionally, the role serves as a key advisor to executive leadership, addressing operational challenges, workforce needs, and organizational initiatives across the region, while upholding the code of ethics and fostering a People First culture grounded in public safety, professional conduct, accountability, and integrity.

Minimum Qualifications

Extensive leadership experience in correctional operations and institutional administration within a public safety environment. Proven track record in overseeing large correctional operations, with responsibility for security, programming, staffing, and budget management. Strong working knowledge of the practical application of EBP, re-entry, and other strategic corrections initiatives. Demonstrated excellence in applying management and leadership skills, with a strong focus on results orientation and effective communication. Experience in personnel management including workforce planning and management, recruitment, employee development and performance management. Experience collaborating with central office leadership, community partners, and external stakeholders. Valid driver’s license.

Ability to complete the Virginia Ethics Council Conflict of Interest (COI) filing within two (2) business days of hire and annually thereafter, in accordance with the Code of Virginia § 2.2-3100.
Ability to complete COI training within two (2) months of hire and every other year thereafter, as required by Code of Virginia § 2.2-3132.

Additional Considerations

Advanced knowledge in criminal justice, public administration, business administration, or a related field. Demonstrated success in leading organizational change, improving institutional performance, and strengthening staff retention and engagement.
