Job Duties

Independently performs reviews and provides business process consultation to district and CHS level operations to improve efficiency. Through analytical business process outcomes provides operational, technical and administrative programmatic activities, and implements and manage the needed directions and manuals to meet the agency wide programs for CHS field operations. Characteristic activities include the responsibility to review and determine corrections to administrative CHS involved programs; budget and financial development, business processes; business manager’s organizational development and needs assessments. Independently designs course curricula based on business process analytical
outcomes of CHS business programs, developing lesson plans & instructional materials. Facilitating needed training for individuals and teams, securing needed equipment and other resources for instruction. Working in this position means you will have a direct impact on the success of local health districts and the lives of Virginians. You will be the agency’s subject matter expert in business operations, helping districts improve efficiency, strengthen compliance, and build sustainable systems that support public health outcomes. Your work will shape statewide policies, training, and tools that directly support frontline health district operations. You will engage in diverse projects across budgeting, finance, procurement, and organizational development while collaborating with leaders at every level.

Minimum Qualifications

• Knowledge of principles and practices of public administration, management, and business operations in large, complex organizations.
• Knowledge of financial management, budgeting, procurement, auditing, and administrative systems.
• Knowledge of adult learning theory, instructional design, and training delivery methods.
• Knowledge of organizational development and program evaluation techniques.
• Skill in analyzing data, conducting research, and developing tools to improve operational efficiency.
• Skill in developing policies, procedures, business process documentation, and instructional curricula.
• Ability to interpret and apply policies, regulations, and administrative requirements.
• Ability to manage multiple complex projects and competing priorities independently.
• Ability to provide consultation and technical assistance to field operations and administrative staff.
• Ability to communicate effectively, both orally and in writing, with diverse stakeholders.
• Ability to lead teams, build consensus, and facilitate collaboration across offices and districts.
• Strong problem-solving, decision-making, and customer service skills.
