Job Duties

The HR Benefits Consultant serves as the primary benefits consultant for the Department of Motor Vehicles (DMV), Motor Vehicle Dealership Board (MVDB), and the Department of Aviation (DOAV) providing comprehensive support and expert guidance across the full spectrum of Commonwealth of Virginia state employee benefit programs. This role ensures seamless administration of critical programs including the Virginia Health Benefit Program, Virginia Sickness and Disability Program (VSDP), Workers' Compensation, Family and Medical Leave Act (FMLA), state retirement benefits, and comprehensive leave administration policies.

Operating as a strategic partner across DMV, Motor Vehicle Dealer Board (MVDB), and Aviation divisions, the Benefits Consultant delivers personalized consultation services to employees and management while maintaining compliance with state regulations and policies. Through collaborative partnerships with third-party administrators and active participation in return-to-work initiatives, this position facilitates optimal employee outcomes while supporting organizational productivity and regulatory compliance.

The Benefits Consultant serves as the essential bridge between complex state benefit systems and employee needs, ensuring that all personnel receive accurate, timely, and comprehensive benefits support throughout their employment lifecycle with the Commonwealth of Virginia.

Minimum Qualifications

• Knowledge of employee health benefits, disability programs, FMLA, workers’ compensation, and leave administration policies.
• Proficiency in Microsoft Excel and Word for creating and managing benefit-related documents.
• Ability to handle confidential information with discretion.
• Strong analytical and problem-solving skills.
• Effective time-management and organizational skills, with the ability to prioritize tasks.
• Excellent communication skills, both written and verbal, to interact with employees and management courteously and professionally.
• Experience with HR Information Systems (HRIS), especially Cardinal.

Additional Considerations

• Familiarity with Virginia Sickness and Disability Plan (VSDP) provisions and benefits.
• Knowledge of state and federal HR laws, policies, and guidelines.
• Ability to conduct training sessions for employees on benefits-related topics.
• Strong attention to detail for accurate benefits tracking and record-keeping.
• Experience with the state systems Cardinal, VNAV, and third-party vendor systems, such as LeavePro.
• Relevant experience managing personnel transactions and employee requests within a public sector or government environment.
• In-person customer engagement is essential to this role, including conducting benefits fairs, group presentations, and one-on-one meetings.
