The Virginia Department of Fire Programs serves the citizens of the Commonwealth by enhancing public safety through supplemental funding to local governments, education, and training to first responders, fire prevention and life safety education through community risk reduction and statewide fire code enforcement.
About the Position
The Virginia Department of Fire Programs is seeking a knowledgeable and motivated professional to serve as the Procurement Manager. The incumbent of this position is a working manager and will be responsible for providing directions and guidance to the employees of the Procurement Unit to ensure the assigned day-to-day tasks and projects are completed appropriately. Specifically, the Procurement Manager will be responsible for performing tasks such as but not limited to coordinating activities to procure goods/services with vendors and other state agencies; be principally responsible for managing system compliance with the state electronic Virginia (eVA) procurement system; serve as the agency Small, Women-owned, and Minority-owned Business (SWaM) Champion; and be primarily responsible for managing SWaM minimums for the agency and certifying the SWaM agency dashboard data. The incumbent of this position will also be responsible for supervising the administration of the Small Purchase Charge Card (SPCC) program; facilitating SPCC training to agency employees and ensuring agency compliance of SPCC regulations/procedures; managing agency procurement staff and ensuring their compliance with eVA, SWaM and SPCC regulations/procedures; and procuring goods and services for the agency following all procedures and regulations of the Virginia Public Procurement Act (VPPA) and the Commonwealth of Virginia Agency Procurement and Surplus Property Manual (APSPM).
Minimum Qualifications
- Experience demonstrating extensive knowledge and understanding of the Virginia Public Procurement Act (VPPA) and the Commonwealth of Virginia Agency Procurement and Surplus Property Manual (APSPM) regulations.
- Extensive knowledge of the Commonwealth’s procurement regulations and practices for SWaM and eVA and experience using the eVA procurement system.
- Considerable experience with contract purchases and the procurement of goods and services, specifically Requests for Proposal (RFP) and Invitation for Bid (IFB).
- Experience with Small Purchase Charge Card (SPCC) Program Administration, SPCC on-line Reconciliation, and surplus property.
- Experience demonstrating the ability to apply an analytical approach to problem solving and prioritize/manage multiple tasks simultaneously in a fast-paced deadline driven environment.
- Experience demonstrating the ability to be self-directed and work independently as well as collaborate with diverse internal and external customers.
- Experience demonstrating the ability to communicate orally with the ability to facilitate hands-on training and make oral presentations to all levels of staff, and experience demonstrating the ability to communicate in writing with the ability formulate guidance documents, SOP’s, and other similar forms of written communications.
- Considerable knowledge and experience with PC applications including MS Suite: Word, Access, PowerPoint, Excel and Google Business Suite email.
