Job Duties

The Virginia Department of Health (VDH) is dedicated to protecting and promoting the health of Virginians. The VDH is made up of a statewide Central Office in Richmond and 33 local health districts. Three Rivers Health District serves the Northern Neck and Middle Peninsula region which includes the counties of: Richmond, Westmoreland, Northumberland, Lancaster, Essex, Middlesex, Mathews, Gloucester, King & Queen and King William.

This is a restricted position, which is solely grant funded. The availability of funding is reviewed annually. Continued employment is contingent on the continued availability of funds.

Duties consist of:
Program Management
• Oversees, supervises and manages work unit responsible for development of instructional programs; processes certifications, continuing education, course approvals, site accreditations and certification transfers
• Provides appropriate guidance/assistance in planning, implementation and modification of training programs
• Assures guidelines, policies and procedures for programs are current; follows administrative requirements
• Develops, prepares and administers budget for training unit within guidelines

Case Management
• Provides effective case management services, including but not limited to:
o Contacts patients newly diagnosed; offers care and medical case management, according to the standards and guidelines
o Motivates patients to attend medical appointments and remain adherent to medication regimen
o Through the use of motivational interviewing techniques, identifies barriers that prevent the patient from attending appointments
o Links clients to additional services to reduce the barriers identified
o Identifies intervention and prevention opportunities

Program Evaluation
• Maintains up-to-date knowledge of requirements and best practices
• Develops/implements quality assurance and improvement efforts
• Works with others; establishes protocols and procedures to meet/assure quality standards are met
• Ensures execution of training and developmental plans
• Assures patient records and information is handled according to regulations
• Provides technical and administrative advice, guidance and coordination
Essential
Performance Management
• Serves in a managerial/supervisory capacity to conduct performance management activities and ensure onboarding/offboarding and training for staff
• Establishes and reviews work assignments and priorities and implements performance improvement strategies and/or problem resolution for related issues, in conjunction with program management and Human Resource staff
• Ensures relevant training and workplace safety for staff
Essential
Data Analysis & Reporting
• Assures feedback and timely reports with recommendations; concerning essential guidelines, administrative requirements and national training curricula
• Uses data to inform health district and community; prepares and delivers reports detailing accomplishments, trends, prevention and intervention activities.

Minimum Qualifications

• Considerable experience and knowledge of public health and communicable disease control principles and practices and public health data management and analysis
• Knowledge of policies and procedures related to records management, patient confidentiality and protected health information
• Knowledge of grant management and effective budgeting and resource allocation
• Effective oral and written communication and interpersonal skills
• Skilled in problem solving and conflict resolution for complex programmatic issues
• Experience providing leadership/supervision of professional and administrative staff
• Experience evaluating the effectiveness and efficiency of field activities and fostering positive relationships and partnerships with stakeholders

Public Health related administrative and managerial experience
