Job Duties

The Virginia Department of Corrections (VADOC) is seeking a qualified Human Resource Analyst to provide comprehensive human resources support to Community Corrections offices for their assigned region. This position serves as a key HR support resource for HR transactions, policy interpretation, payroll and benefits administration, leave management and workers compensation coordination.

Reporting to the Regional Human Resource Officer, the incumbent serves as the technical expert for payroll transactions, VSDP, benefits, workers compensation, leave administration and timekeeping functions. This position will collaborate closely with other regional HR Analysts and central office HR teams on sensitive and complex HR issues and provides timely responses to field inquiries.

This role also serves as the regional point of contact for Family and Medical Leave Act (FMLA) inquiries, ensuring compliance with eligibility requirements, particularly for employees participating in VSDP. Responsibilities include coordinating workers’ compensation claims, reviewing documentation for accuracy and completeness, conducting leave audits associated with claims, and ensuring compliance with applicable policies and procedures.

Additionally, the position maintains and organizes digital HR records in accordance with the Library of Virginia Records Management policies and ensures proper documentation and retention practices.

Minimum Qualifications

Working knowledge of generalist human resource functions, to include all of the following; leave administration, timekeeping, complex payroll transactions, health benefits VSDP and workers compensation. Working knowledge of federal and state laws related to human resources. Demonstrated ability to analyze interpret and apply human resource policies and procedures and to consult with management and employees. Demonstrated skill in the use of a personal computer including the use of Microsoft Word, Access, Excel, PowerPoint and web applications. Experience working with the Human Capital Management (HCM) and Benefits Administration. Demonstrated ability to communicate effectively both orally and in writing. Strong interpersonal skills. Ability to travel throughout the Commonwealth as needed.

Additional Considerations

Experience managing Short Term Disability (STD) claims, Worker's Compensation, DOCTime, Cardinal and Human Resources Reporting Maintenance (HRRM) data applications. HR Certification and experience coordinating and providing administrative and program support services for HR.
