Job Duties

The Emergency Operations Support Planning Coordinator provides overall program management of operational planning for the VDEM. This position has the responsibility to facilitate the operationalization of the Commonwealth of Virginia Emergency Operations Plan (COVEOP) and its associated annexes; development, revision, and maintenance of the Virginia Emergency Support Team (VEST) Standard Operating Guidelines and position-specific support tools; revision and maintenance of the VDEM Continuity of Operations Plan; and oversight and implementation of the VEST continuous improvement strategy. The Emergency Operations Support Planning Coordinator also provides specialized operational planning guidance to VDEM, other state agencies, and local and regional partners. This position also supervises the Emergency Operations Support Planning Specialist.

All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official EWP. 

Minimum Qualifications

- Considerable program and communication management abilities.
- Demonstrated ability to lead, develop, and motivate high‑performing, multi‑disciplinary teams
- Ability to work with internal clients as well as federal, state, and local partners.
- Strong presentation skills, demonstrates ability to conduct and deliver training.
- Project management skills
- Ability to plan, follow up, set goals, and objectives.
- Ability to analyze and evaluate data in order to make program modifications.
- Considerable knowledge of state, federal, and local emergency operations systems as well
as emergency response and recovery principles and concepts.
- Ability to prioritize and make decisions reflecting the mission of VDEM and the VEST and
strong organizational ability.
- Ability to utilize information and communications systems.
- Expert computer skills and proficient in Microsoft Teams.

Additional Considerations

- Completion of the FEMA Basic and Advanced Academy is highly preferred.
- Work experience in a supervisory capacity is highly preferred.
- Work experience in emergency management is highly preferred.
- Prefer current emergency management certification (IAEM or VEMA).

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range. This is a restricted position due to the funding source.
