Job Duties
For more than three decades, the Virginia Lottery has worked to build a strong reputation, one synonymous with providing fun, entertaining experiences and doing so responsibly and with integrity. Proceeds from traditional Lottery games support K-12 public education in Virginia. Taxes generated by sports wagering and casino gaming, which are regulated by the Lottery, benefit other priorities of the Commonwealth.
The Virginia Lottery, an independent state agency, is currently seeking a Finance Business Systems Analyst to join its Finance and Administration Department. This position is located in Richmond, Virginia.
The Business Systems Analyst will analyze the business needs of the finance department to help identify business problems as well as implement new functionality. Ensure systems are implemented as specified. Review finance system workflows, perform system testing, troubleshooting, and end-user support. Provide assistance in resolving complex accounting issues through the use of automated reports and analysis. Perform assigned account reconciliations and system balancing.
Key Responsibilities Include:
Coordinate and oversee systems development and acceptance testing for applications that affect Finance operations:
• Coordinate testing efforts between Finance, Quality Assurance, Operations, and other departments to ensure that test systems are in balance and all aspects of applications are effectively tested for acceptance.
• Review and complete requirement documentation, user stories, and implementation plans for all system changes
• Document problems and facilitates resolution.
• Keeps Finance Director and Business Operations Manager informed of critical issues.
Troubleshoot and resolve financial issues involving complex technical systems:
• Work with technical staff and managers in Finance to assist with reconciliations, systems reporting, and data analysis to identify problems, resolve issues, and streamline operations.
Develop effective monitoring and reconciliation tools to ensure systems integrity:
• Continually ensure that processes to effectively monitor systems activity are in place and effective for the timely identification of problems.
Coordinate between vendor technical resources and end users:
• Effectively coordinate with vendor technical resources (project managers and systems developers) and end users at the Lottery to identify viable solutions.
• Provide workable solutions to address issues.
Perform Special Projects as Required
• Serve as subject matter expert in areas of systems reporting, processes, and data extraction for both gaming and non-gaming systems applications.
• Assist others in learning systems applications.
• Respond to FOIA Requests
• Process iLottery winner payment for large prizes
Other duties may be required based on supplementary assignments.
Note - This position requires in-office work three days per week including Tuesday and Wednesday.
Minimum Qualifications
The person selected for this position will have:
Bachelor’s Degree from an accredited 4-year college or university with major studies in Information Technology, Computer Science, Business Administration, Business Information Technology, or related field.
Demonstrated in-depth knowledge of automated systems, especially related to financial operations.
Extensive knowledge of databases and data analysis, and systems design concepts.
Superior knowledge of project management strategies and systems requirements.
Ability to establish and maintain effective working relationships with others, both within the Lottery and externally.
Ability to communicate complex issues effectively, orally and in writing, with internal and external customers.
Ability to work independently on multiple projects with minimal assistance from manager.
Ability to develop appropriate specifications documentation in both general and detail formats.
Ability to work on multiple projects at the same time.
Strong analytical, problem solving, and leadership skills.
Proficient user of Microsoft Office, especially Excel, Word, Visio, and Project.
A comparable amount of training and experience may be substituted for the minimum qualifications.
Additional Considerations
Experience in a progressively responsible experience in Automated Systems, including Project Management, Systems Requirements Development, and financial operations.
Knowledge of control environment and promote new technology.
Ability to react and communicate effectively in all situations. Some areas of responsibility require quick, yet thorough analyses and decisions, while others require long-term research and detailed planning involving several other states.
