Job Duties
We are seeking a dedicated and experienced leader to provide senior administrative oversight for our Division of Housing and Community Development to serve as the Director of Community Development and Housing. This position is critical in advancing our agency's mission in community development and housing, ensuring that our operations are effectively structured to achieve desired outcomes while fully complying with applicable state and federal regulations.
Your responsibilities include managing the development and implementation of goals, objectives, policies, and priorities for each service area within the Housing and Community Development Division. You will plan, direct, and coordinate departmental work plans, assigning projects and responsibilities, while reviewing and evaluating work methods and procedures. It will be essential to assess and monitor the workload, administrative support systems, and internal reporting structures. You will identify opportunities for improvement and implement changes to enhance efficiency and effectiveness
Additionally, you will oversee the development and administration of the Community Development Department's budget, ensuring efficient resource allocation and compliance with fiscal requirements. Providing staff assistance and preparing reports for boards and commissions will also be part of your duties. You will need to address and resolve complex and sensitive citizen inquiries and complaints promptly and professionally.
Furthermore, you will develop long-term and short-term planning goals that align with the agency’s strategic objectives, ensuring compliance with the Code of Virginia, departmental policies, and all relevant regulations. By utilizing strategic planning and performance management processes, you will align administrative systems, procedures, and resources with established program goals and performance expectations. Finally, you will monitor operational progress, identify administrative needs, and ensure the timely execution of division activities while fostering communication and collaboration with stakeholders to advance program goals

Minimum Qualifications
·Substantial skills providing strategic direction and leadership in all aspects of personnel management, using effective training, team-building, and performance evaluation practices to empower and motivate division staff to achieve program goals and deliver high-quality results
·Strong aptitude for interpreting, applying, and ensuring compliance with complex federal, state, and agency regulations, policies, and administrative requirements within a public-sector environment.
·Exceptional written and verbal communication skills, with the ability to produce clear, high-impact reports and guidance; foster collaboration across diverse stakeholders; navigate complex, sensitive matters with sound judgement, professionalism, and diplomacy.
·Substantial executive-level leadership across administrative and business operations, with deep experience in human resources management, staff supervision, strategic workload planning, and performance management to build and sustain a high-performing, engaged workforce.
·Demonstrated success in policy/procedure development and implementation, including the establishment and approval of administrative procedures and the creation of standard operating procedures that align with organizational goals, enhance cross-departmental coordination, and improve overall operational efficiency.
·Demonstrated expertise with state and federal grant administration by leading and coordinating administrative and financial operations, including but not limited to budget development and oversight, revenue forecasting, expense management, expenditure planning, and financial reporting, ensuring strategic alignment with business priorities and full compliance with regulatory requirements.
·Strong organizational and analytical skills to evaluate administrative needs, coordinate resources, and ensure timely and accurate execution of operational activities.
