Job Duties
The Virginia Department of Corrections is seeking a strategic and collaborative Human Resources leader to oversee statewide Community Corrections HR operations. This role ensures consistent HR practices across three regions, serves as the primary liaison between executive leadership and regional HR teams, and promotes workflow alignment across all HR functions. Key responsibilities include providing statewide support to Community Corrections and Institutions, managing recruitment and staffing initiatives, and directing the onboarding, development, and supervision of three Regional Community Corrections Human Resource Officers.
This position plays a critical role in advancing organizational priorities focused on people, performance, and culture by strengthening workforce capability, leadership development, operational efficiency, and professional standards across Community Corrections HR operations. The selected candidate will help drive modernization efforts, improve processes and service delivery, support workforce planning and staffing strategies, and foster a culture of accountability, professionalism, collaboration, and continuous improvement.
The ideal candidate will exhibit sound judgment, initiative, and adaptability, effectively addressing workplace challenges while planning, prioritizing, and managing work efficiently. They must proactively anticipate and respond to organizational changes, assess costs, benefits, and risks in decision-making, and deliver exceptional customer service through clear communication, active listening, professionalism, confidentiality, and tact. Success in this role requires fostering collaborative, respectful, and positive relationships, encouraging teamwork, embracing diverse perspectives, and demonstrating diplomacy and resilience. Strong written and verbal communication skills are essential for coaching, developing others, sharing knowledge, and supporting innovative, effective HR service delivery, while representing the Commonwealth with professionalism and ensuring HR operations effectively support staff, leadership, and the mission of Community Corrections and the VADOC.
This position requires travel throughout the state to support HR operations at Community Districts and Institutions as needed.
Minimum Qualifications
Extensive working knowledge of human resource management principles and practices, laws and regulations impacting employment and business practices; knowledge of performance planning and evaluation processes, employee relations practices and concepts, equal employment, training design and delivery, assessment techniques and program evaluation; effective interpersonal and presentation skills; ability to analyze complex human resource issues and to evaluate work processes; ability to formulate action plans to implement recommend strategies for change; knowledge of Microsoft office and HR systems; ability to communicate effectively orally and in writing.
Additional Considerations
Experience leading or directing the work of Human Resources managers. HR certification (SHRM-SCP, SHRM-CP, SPHR, and/or PHR) or other HR certifications and assessment tools Considerable experience in HR planning and execution, including workforce planning, leading with organizational data to meet strategic goals. Working knowledge of Cardinal HCM, and DOC Time.
