Job Duties

The Department of Behavioral Health and Developmental Services’ (DBHDS) Office of Community Housing (OCH) is seeking a qualified professional to serve as one of the OCH Housing Services Manager. This position leads statewide initiatives that expand and strengthen housing opportunities for individuals in DBHDS priority populations. This position also plays a critical leadership role within OCH, overseeing program development, policy implementation, contract administration, and performance management to ensure high quality Permanent Supportive Housing and rental assistance services across the Commonwealth. In addition, this position provides subject matter expertise to internal and external partners, guides statewide housing strategies, manages key resources and provider networks, and supports individuals with behavioral health needs in accessing and maintaining stable, community based housing. This position is a restricted position funded by federal and state grants ending September 30, 2026, and is not eligible for layoff benefits per DHRM state policy 1.30. Continued employment in this position beyond the stated end date is contingent upon funding.

Minimum Qualifications

• Comprehensive knowledge of Virginia’s public behavioral health, developmental disability, and affordable housing systems.
• Knowledge of best practices in disability services and evidence based supportive housing models.
• Knowledge of federal and state regulations governing low income housing development, financing, operations, and supportive housing programs.
• Ability to interpret and apply federal and state laws, regulations, and policies to program operations.
• Demonstrated ability to lead and supervise staff.
• Experience with data analysis for needs assessments, program evaluation, and performance monitoring.
• Experience in grants and contract management, including financial oversight.
• Strong written, verbal, and presentation skills.
• Strong organizational and project management skills, with the ability to manage complex, multi stakeholder initiatives.
• Proficiency with Microsoft Office Suite.

Additional Considerations

• Experience working with Community Services Boards, local housing authorities, Continuums of Care, or other behavioral health and housing partners.
• Experience implementing housing initiatives at the state or regional level, including provider training and technical assistance.
• Experience with data systems, database management, or performance reporting tools used in housing or behavioral health programs.
• Experience serving individuals with serious mental illness, developmental disabilities, substance use disorders, or co occurring conditions.
• Experience with procurement processes, RFP development, or contract negotiation in a public or nonprofit setting.
