Position Overview
This role provides key support across HR operations, including workers’ compensation, FMLA, disability programs, ADA processes, parental leave, open enrollment, and orientation. It performs technical and transactional HR tasks in Cardinal HCM, HOPS‑HR, and UKG, processing personnel actions such as hires, transfers, and separations.
The position coordinates new hire onboarding, ensures completion of required documentation, verifies I‑9 and E‑Verify, and manages fingerprinting, ID photos, and drug screening. It partners with recruitment to confirm credentials and maintains employee personnel files.
Additional responsibilities include preparing HR reports, supporting audits, reconciling HR systems, and administering the PageUp Performance Management module to ensure OHRM compliance. The role provides guidance to staff and leaders and supports HR functions to meet facility needs.
Key Responsibilities
- Provide backup and support for benefits administration, including workers’ compensation, FMLA, disability programs, ADA processes, parental leave, and open enrollment.
- Process and enter all personnel transactions (hires, transfers, separations, salary actions) in Cardinal‑HCM, HOPS‑HR, and UKG with accuracy and timeliness.
- Serve as a systems resource for HR databases by maintaining data integrity, troubleshooting issues, performing reconciliations, and supporting system enhancements.
- Coordinate and manage all aspects of new hire onboarding, including documentation review, I‑9 and E‑Verify compliance, fingerprinting, ID photos, drug screening, and credential verification.
- Maintain complete and compliant employee personnel files and position records in accordance with retention requirements and auditing standards.
- Generate HR, payroll, benefits, leave, and compliance reports for leadership, OHRM, Fiscal Services, and regulatory bodies.
- Support internal and external audits by compiling documentation, conducting record audits, and ensuring timely correction of discrepancies.
- Administer the PageUp Performance Management module, provide training, monitor timelines, run compliance reports, and assist supervisors with evaluation processes.
- Collaborate with HR, payroll, recruitment, employee relations, IT, and leadership to ensure consistent processes, accurate data, and resolution of HR-related issues.
- Provide guidance to employees, supervisors, and department heads on leave programs, benefits processes, performance management, and general HR policy and procedures.

Minimum Qualifications
• Knowledge and experience with HR management policies, procedures, principles, laws, and regulations.
• Experience performing HR duties such as onboarding, benefits administration, leave management, personnel transactions, and records management.
• Prior experience as an HR assistant, generalist, or analyst.
• Strong data entry accuracy and attention to detail in maintaining HR records and documentation.
• Proficiency with HR systems such as Cardinal HCM, HOPS HR, PageUp, and UKG.
• Proficiency using computers, MS Office, databases, and web‑based HR applications.
• Ability to interpret and apply personnel policies, HR guidelines, and employment regulations.
• Knowledge of employment laws, including I‑9 verification, E‑Verify, FMLA, ADA, and workers’ compensation.
• Strong organizational, multitasking, and time‑management skills in a fast‑paced environment.
• Strong verbal and written communication skills for interacting with staff, supervisors, and leadership.
• Demonstrated critical thinking and analytical skills to identify issues and present solutions.
• Ability to maintain confidentiality, manage multiple priorities, and ensure accuracy in HR reporting and system reconciliation.
Additional Considerations
• Bachelor’s degree or coursework in Human Resources, Business, or a related field.
• Experience working in state government or public‑sector HR operations.
• Advanced experience with HR systems such as Cardinal HCM, HOPS HR, UKG, and PageUp.
• Experience with employment credential verification, specialized leave administration, and HR compliance processes.
• Bilingual skills.
• Veteran or veteran spouse status.
