Job Duties:
The mission of the Finance Division is to provide exceptional customer service, build strong partnerships with DARS and the DSAs while creating innovative ways to deliver support to our partners and stakeholders, promoting excellence in our work product by fostering a team of high performing professionals while adhering to policies and procedures and upholding our roles as prudent financial stewards of public funds.
We are seeking a Financial Services Grants Specialist to be responsible for preparing grants financial reports, assisting with monthly reconciliation of revenue and expenditures for all Disability Services Agencies (DSA), year-end CAFR statements, and the quarterly federal cash reports. Serve as the backup to the Senior Grants Accountant in preparing the daily federal cash drawdown request. Prepare monthly pass-through billings and Medicaid cost allocations.
Duties include but are not limited to:
- Grants/Contracts Management and Pass-through Billings
- Reconciliation and Semi-Annual Payroll Certification
- Medicaid Cost Allocation, DOE OMEGA Reimbursement Request and DBHDS SA Billings
- Federal Financial Reporting and Year End Financial Statements
- Drawdown Specialist and Sub-recipient Monitoring
Other duties and/or special projects as assigned.
Completes duties and/or projects as needed or directed by supervisor.
All Finance Employees are expected to work across functional areas to ensure that Division and Agency goals are met.
Minimum Qualifications:
Training:
• Training in accounting or progressive experience.
Experience:
• Considerable experience working with state automated financial and accounting systems, including Cardinal.
• Experience preparing state, federal financial reports, as well as downloading financial reports from financial systems.
• Extensive experience in the use of Excel and Word.
Knowledge:
- Considerable working knowledge of federal grants management requirements and generally accepted accounting principles and practices for governmental entities and state fiscal functions and operations.
- Working knowledge of state government and state government accounting policies and procedures.
Ability:
• Demonstrated ability to assemble, analyze, prepare, and explain financial reports and statements covering complex financial data.
• Ability to work independently as well as with other team members.
• Ability to communicate effectively, both orally and in writing.
Additional Considerations:
- Experience in grants management.
- Experience working with federal drawdown systems
Special Instructions
- This position has been designated a sensitive position under Va. Code § 2.2 1201.1.
- A fingerprint based criminal history check will be required of the finalist.
