Job Duties
The Office of Licensure and Certification is seeking a Policy Planner to help shape and support policy, planning, and regulatory initiatives impacting Long-Term Care services across the Commonwealth.
The Policy Planner will be responsible for leading and supporting policy analysis, planning, development, and implementation related to Long-Term Care regulatory oversight, with a particular focus on nursing facility regulations, state-level sanctions, enforcement frameworks, and related operational policy. This position evaluates legislation, regulations, and policy proposals for agency-wide and program-specific impact, with emphasis on how policy decisions affect regulatory practice, compliance oversight, enforcement consistency, and resident protection.
The position supports the development of regulatory and policy strategies that strengthen the Commonwealth’s approach to Long-Term Care oversight, including review and analysis of state sanctions, enforcement decision points, regulatory changes, and implementation processes. This role also compiles and analyzes data, prepares reports and policy materials, develops or refines tracking and reporting tools, and assists with translating policy direction into operational practice. The position may also assess fiscal, operational, and service impacts associated with proposed policy or regulatory changes; conduct follow-up evaluations; participate in problem-solving and systems improvement efforts; and serve on committees, workgroups, and other forums as an agency representative.
Minimum Qualifications
• Experience in policy research, quantitative and qualitative data analysis, data interpretation, and presentation of findings and recommendations
• Ability to apply analytical findings to the development of policy proposals, regulatory strategy, and operational implementation
• Knowledge of Virginia policy development structure, processes, and stakeholders
• Experience with the Virginia legislative process
• Experience with the Virginia regulatory process
• Knowledge of health care regulatory oversight, compliance frameworks, or enforcement structures, particularly in Long-Term Care or related human services settings
• Ability to analyze the operational impact of policy, regulatory, and legislative changes and translate them into actionable implementation strategies
• Ability to prepare clear, concise policy materials, briefing documents, reports, and recommendations for leadership
Additional Considerations
• Experience supporting regulatory, enforcement, or policy planning functions in a health care, licensure, or oversight environment
• Familiarity with nursing facility regulations, survey and certification processes, state sanctions, or administrative enforcement approaches
• Experience facilitating workgroups and coordinating across internal and external stakeholders to support policy development and implementation
