Job Duties
The Virginia Department of Health (VDH) is dedicated to protecting and promoting the health of Virginians. The VDH is made up of a statewide Central Office in Richmond and 33 local health districts. The Chesterfield Health District provides public health services to the residents of Chesterfield County, Powhatan County, and the City of Colonial Heights.
The Chesterfield Health District is seeking an MRC Coordinator who will provide program oversight by contacting volunteers, work unit staff, other agencies and organizations to recruit volunteers and inform work unit staff of services needed. In coordination with program and district leadership and community partners, determines appropriate service role and need for volunteers in planned events. The Medical Reserve Corps (MRC) Coordinator duties include, but are not limited to, managing and reporting volunteer Return on Investment (ROI) metrics on a quarterly and annual basis; ensuring compliance with all ASPR and CDC reporting requirements; and implementing recruitment strategies to expand and diversify the volunteer workforce so it reflects the demographics of the communities served. The MRC Coordinator works collaboratively across the region to support regional MRC initiatives and partnerships that advance public health preparedness and response efforts. Responsibilities also include developing and expanding educational programs that enhance community disaster readiness, supporting the Local Healthcare Emergency Coordination (LHEC) program through the development and management of Community Organizations Active in Disaster (COAD) initiatives, and coordinating training opportunities through governmental and non-governmental partners, including FEMA, TEEX, and other agency stakeholders. The position facilitates in-house and partner-led trainings for volunteers and community members, such as fit testing and Psychological First Aid.
The MRC Coordinator collaborates with all district departments to identify opportunities for volunteer engagement and support, ensuring MRC resources are effectively utilized to enhance district operations and public health initiatives. In partnership with the Public Information Officer (PIO), the Coordinator assists with managing social media platforms, maintaining online and written content, and contributing to communication and outreach efforts that strengthen the visibility and impact of the MRC program. The position is responsible for developing and maintaining redundant communication systems to ensure active volunteers can be reached during emergencies, as well as annually reviewing and updating the district's MRC Handbook and supporting training materials. Additionally, the MRC Coordinator may be deployed during public health emergencies to provide leadership, coordination, and support for MRC volunteers engaged in emergency response and recovery activities.
The appointment is to a restricted position. The availability of funding is scheduled for annually (9/30/2027), and periodically thereafter. Continued employment is contingent on the continued availability of grant or non-general funds.

Minimum Qualifications
• Experience in coordinating and managing volunteers and community services
• Demonstrated leadership ability
• Strong interpersonal, communication, and presentation/public speaking skills
• Experience and ability to provide training to others
• Experience in establishing and maintaining effective working relationships with a diverse constituency
• Knowledge and experience in use of computers and computer applications; skilled in Internet, email and Microsoft Office
Additional Considerations
• Prior public health and/or community outreach experience preferred
• Prior emergency management and/or response experience preferred
