Job Duties

This position will perform all purchasing duties for the Nottoway Campus, including Piedmont Geriatric Hospital and the Virginia Center for Behavioral Rehabilitation. These duties include Contract Officer and Purchasing Agent.

The Purchasing Department is responsible for the cost-effective and timely procurement of adequate, high-quality goods and services in compliance with all applicable rules, regulations, directives, and procedures as set forth by the Commonwealth.

- Procurement adhering to the Code of Virginia regulations by ethical staff/conflict of interest policy
- Oral and written communication skills.
- Negotiation skills
- Deal with the public and managers effectively.
- Ability to prioritize
- Computer skills – Microsoft Office Suite and automated purchasing system

Minimum Qualifications

• Virginia Contracting Associate (VCA), or the ability/eligibility to obtain within 12 months of the start date, is required. Virginia Contracting Officer (VCO) must be obtained within 24 months of the start date.
• Knowledge of, and/or experience in, procurement policies and procedures is required; APSPM, VPPA, Code of Va.
• Experience with Microsoft Office Suite and automated purchasing system is required

Additional Considerations

• Bachelor’s degree in business, or other related programs is preferred
• Background and/or training in business is preferred
• Experience in service contracting is preferred
• Experience in public procurement of goods and services is preferred
• Experience with the Virginia Public Procurement Act is preferred
• Certified Public Purchasing Officer (CPPO) is preferred
• Knowledge of and/or experience in negotiation skills used in procurement is preferred
• APSPM
