Job Duties
Assists management in ensuring that federal grant fiscal reporting is reliable, accurate, timely, grant fiscal objectives are met, and programs are not overspent; ensures that the agency operates in compliance with federal and state grant regulations and budgetary requirements and that fiscal elements of grant applications are completed timely and accurately; assists management in ensuring that local workforce development areas have the proper operational infrastructure in place to provide quality services to the workforce system at the local level. Duties include developing and issuing Local Workforce Development Area Grant Agreements, Notices of Obligation, and payment requests and fiscal reports; maintaining guidelines and policies governing WIOA programs; working with Virginia Works fiscal staff to establish account codes for grants and awards; serving as main liaison to local workforce development staff; and assisting with strategic planning activities.
Minimum Qualifications
Demonstrated sound knowledge of fiscal practices and procedures to include aspects of grant management, audit techniques, and budget development. Strong attention to detail, organizational and financial management skills. Demonstrated oral and written communication and interpersonal skills with ability to establish and maintain effective working relationships with federal, state, and local officials and leadership/professional staff in workforce development. Demonstrated ability to successfully work in a fast-paced, rapidly changing environment; to think and problem-solve creatively; to effectively manage program and complete assignments independently and as a team member. Demonstrated proficiency in Microsoft Office tools.
