Job Duties
This is a restricted position, which is solely funded by the Public Health Emergency Preparedness (PHEP) at 70%, Hospital Preparedness Program (HPP) 30% for a year 2 of 5 period ending June 30, 2026. The availability of funding is scheduled for review annually. The application for year 3 has been submitted for both grants and periodically thereafter. Continued employment is contingent on the continued availability of funds.
The Director for the Office of Emergency Preparedness is responsible for all operational, technical, administrative, and programmatic activities associated with statewide emergency planning and response coordinated by the office and agency. The Director is responsible for leading collaborative efforts for emergency preparedness within the agency, among other state agencies, with federal agencies, with hospitals, the military and other public and private sector health care and emergency responder units within the Commonwealth and with neighboring states and National Capitol Region jurisdictions. The Director oversees and is responsible for actions that are long range in nature and include supervision of program staff; consultation; resource acquisition and utilization; leadership of emergency planning and support services; strategic planning; crisis response planning; operational management during a crisis (i.e. coordinating among district and regional planners); and frequent contact with elected officials, regulatory entities, private sector executives and other agency directors to address inquiries or studies. This leader directs the development and implementation of a statewide plan for responding to all hazard emergencies to include natural disasters, acts of terrorism, infectious disease outbreaks and other public health threats and emergencies. They serve as the lead coordinator and contact in developing and implementing a statewide plan for the receipt and distribution of the Strategic National Stockpile and serves as the State Incident Command Support representative with statewide emergency response.
Minimum Qualifications
• Considerable knowledge and experience in planning, policy development and implementation, program evaluation, and strategic planning in health emergency response.
• Knowledge of emergency response planning and public health principles and practice.
• Demonstrated ability to communicate effectively with a wide variety of stakeholders & constituencies to collaboratively identify preparedness program objectives.
• Ability to develop staff as subject matter experts & effective planners.
• Ability to effectively manage multiple projects simultaneously.
• Ability to manage varied levels of staff, provide leadership, directives & institute new programs; ability to evaluate program effectiveness.
• Must possess strong problem solving & interpersonal skills; ability to work independently & collaboratively; ability to make good managerial decisions.
Additional Considerations
• Qualified to receive federal secret-level security clearance.
• Experience in business operations including grant management.
